Subject: REQUEST FOR THE DELETION OF SIDEWALK ON THE WEST SIDE OF
BOINNYCASTLE DRIVE, BOWMANVILLE
Recommendations:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1. THAT Report WD-92-92 be received;
2 . THAT sidewalks be constructed on both sides of Bonnycastle
Drive as originally planned; and
3. THAT Pat Cull be advised of Council's decision and be provided
with a copy of Report WD-92-92 .

2.0 BACKGROUND
2 . 1 At a regular meeting held on October 13, 1992, Council passed
Resolution #C-660-92 :

"THAT the petition dated October 6, 1992, from
residents of Bonnycastle Drive, be received;
THAT the petition be forwarded to the Director
of Public Works for review and preparation of
a report to be submitted to the General
Purpose and Administration Committee; and
THAT Pat Cull be advised of Council 's decision. "
And a further Resolution #C-661-92 :
"THAT the foregoing Resolution #C-660-92 be
amended by adding the following words to
paragraph 2 :
'including a review of the Town's
Policy regarding setbacks of homes
in new developments . —
2 .2 The Petition:
The petition is a request from residents on the west side of
Bonnycastle Drive, Plan of Subdivision 40M-1686 (Attachment
No. 2) , to delete the proposed sidewalk on the west side of
the street. The residents have indicated that when they
purchased their homes, the drawings on display in the real
estate sales office did not show a sidewalk on the west side
of the street..

3.0 REVIEW AND COMMENT
3 . 1 Design Criteria:
Town Design Criteria requires that roads with Collector
Street status have a 10. 0 metre pavement width and sidewalks
on both sides of the street. Also, the Municipal Engineers
Association recommends sidewalk on both sides of Collector
Streets .
3.2 Eight Local Streets, School and Commercial Development:
When ultimately completed, Bonnycastle Drive will be
approximately 850 metres in length and contain 97 single
family dwellings. Bonnycastle Drive will also serve as a
collector street for eight (8) local streets on which there
will be about 250 homes . All vehicular and pedestrian
traffic must use Bonnycastle Drive to exit the subdivision.
In addition, Bonnycastle Drive will provide a pedestrian link
and vehicle access to parks, schools and commercial
development (Attachment No. 3) .
3 . 3 Board of Education:
The Northumberland and Newcastle Board of Education has
advised that there is a possibility school buses will be
stopping to pick up and drop off school children on the west
side of Bonnycastle Drive. Children are usually required to
walk to designated boarding points where they are picked up
in large groups . For this reason it would be desirable to
have sidewalks on both sides of Bonnycastle Drive.

3 . 4 Purchasers Preference:
Purchasers of new homes often request lots on the side of the
street where sidewalks will not be installed. The absence of
sidewalk allows the boulevard portion of the driveway to be
utilized for additional parking. The absence of sidewalk

shovelled in the winter months .
3 .5 Engineering Drawings:
The first submission of the engineering drawings from the
developer's engineer proposed the construction of Bonnycastle
Drive as a local street with sidewalk on one side only. This
design was not adequate as it failed to recognize that the
future combination of vehicular and pedestrian volumes
warranted the construction of Bonnycastle Drive as a
collector street with sidewalk on both sides. The
consultants ' engineer was directed to revise the drawings to
provide for a 10 . 0 metre road width and sidewalks on both
sides . The revised drawings were then approved by Town
staff.
3 . 6 Not Approved Drawings:
The residents have stated that the drawings which were on
display in the sales office did not show a sidewalk on the
west side of Bonnycastle Drive. Obviously, the drawings on
display were not the approved drawings .
3 . 7 Sidewalk Limits Parking:
The residents have indicated that the installation of
sidewalks on the west side will limit the parking area in
their driveways and contribute to additional on-street
parking.

All of the houses constructed or proposed on Bonnycastle
Drive have double driveways that provide two parking spaces
and a garage that provides an additional third parking space.
3 . 8 Sidewalk Partially Constructed:
It should be noted that a sidewalk has been constructed on
the west side in front of 11 of the 28 lots in Phase 1 of
Plan 40M-1686 . The locations are illustrated on Attachment
No. 1.
3 . 9 Front Yard Setbacks:
The zoning on Bonnycastle Drive requires a minimum 6 . 0 metre
front yard setback and a minimum 7 . 5 metre rear yard setback.
The 6 . 0 metre front yard setback adequately accommodates the
length of one parking space (5 . 7 m) . The lots on Bonnycastle
Drive have a depth of approximately 33 .5 metres . The houses
have front yard setbacks at the minimum required 6 . 0 metres .
The rear yard setbacks range between 8 . 0 metres and 12 . 0
metres (Attachment No. 4) . Increasing the front yard setback
to 12 . 0 metres would provide two additional parking spaces;
however none of the homes would then conform to the minimum
required rear yard setback of 7 .5 metres . Unless the depth
of lots in subdivisions is increased, it is not feasible to
increase the front yard depth to provide for additional
parking.
4.0 CONCLUSIONS
4 . 1 From the above, it is concluded that since the collector
street provides service to the neighbourhood, sidewalk is
warranted on both sides of Bonnycastle Drive.
