PRINTING SERVICES - NON-PROFIT ORGANIZATIONS
Recommendations:
1. THAT Report CLD-005-01 be received; and
2. THAT the Municipality of Clarington provide complimentary printing
services for non-profit organizations based on the following criteria:
. 2500 sheets/year - white paper
. 2000 sheets/year - coloured paper
. over the yearly limit:
$5.00/100 sheets white paper
$6.00/100 sheets coloured paper
. stapling, folding, cutting also provided
. no advertising to be included

BACKGROUND AND COMMENT:
Council received a request from the Durham Regional Police Service for the
Municipality to provide complimentary photocopying for non-profit organizations.
The request was based on the service which the City of Pickering provides for
outside organizations. It is based on the premise that community members are
assisting the municipality by volunteering their time to make their community a
better, safer place to live.
The City of Pickering's policy states that the group must be non-profit, city based
and provide a broad coverage of the community, The City provides 2500 sheets
per year on white paper or 2000 sheets per year on coloured paper. In addition
they provide stapling, folding and cutting, Should an organization exceed the
yearly amount, a nominal fee is charged,
In speaking with Pickering, it was determined that in the year 2000 they provided
a total of 37,000 copies to outside clients.
This service would be a positive one for the Municipality of Clarington to provide,
considering the large number of volunteer organizations which do assist the
municipality on an ongoing basis. Based on the numbers quoted from the City of
Pickering, it is estimated that the cost for the copies (raw materials only - staff
time not included) would amount to approximately $275,00 per year.
It is therefore recommended that a complimentary printing service be
implemented for non-profit organizations within the Municipality of Clarington as
follows:
White paper - 2500 sheets per year
Coloured paper - 2000 sheets per year

Over the yearly limit, the following prices will be in effect:
$5.00/100 sheets printed on white paper
$6.00/100 sheets printed on coloured paper.
In accepting material to be copied, staff will be careful to ensure that the material
does not include any type of advertising,
