Recommendations:
It is respectfully recommended that the General Purpose and Administration Committee
recommend to Council the following:
1.) THAT Report CLD-001-01 be received;
2.) THAT the name of Bob Simpson be added to the Volunteer Wall of Fame
in recognition of Mr. Simpson's valuable contributions to this municipality;
3.) THAT Bob Simpson's name be considered when naming a park, street or
facility, within the Municipality of Clarington, in accordance with Council's
policy adopted in 1998; and
4,) THAT lain Maciver be advised of Council's decision.

BACKGROUND AND COMMENT
At a meeting held on May 29, 2001, Council received correspondence from lain Maciver
(see Attachment #1).
In his letter, Mr. Maciver states that Bob Simpson, who recently passed away, was a
very valuable contributor to the Municipality and his contributions were significant. Mr.
Maciver suggested a Memorial Cairn, a place to remember volunteers, be erected in the
Bowmanville Creek Valley and suggested that Mr. Bob Simpson's name be placed on
the Cairn. This matter was referred to staff for review and report.
Staff have reviewed the various alternatives suggested and found that it would be most
appropriate to add the name of Mr. Bob Simpson to the Volunteer Wall of Fame, which
is located in the Municipal Administrative Centre. This is the process which the
Municipality of Clarington has used to honour and officially recognize our volunteers.
Also, in 1998, Council adopted a policy regarding memorial tributes which indicates that
members of the community at large would be recognized on an ad-hoc basis by
Council, as requests are received, by the naming of a park, street or facility in the
Municipality.
Accordingly, Mr. Simpson's name will be forwarded to the appropriate departments for
consideration in these situations.
It is therefore recommended:
1.) THAT Report CLD-001-01 be received;
2,) THAT the name of Bob Simpson be added to the Volunteer Wall of Fame
in recognition of Mr. Simpson's valuable contributions to this municipality;
3.) THAT Bob Simpson's name be considered when naming a park, street or
facility, within the Municipality of Clarington, in accordance with Council's
policy adopted in 1998; and

re: Volunteer Memorial Cairn
Recently a very close friend, Bob Simpson, died. He was a very valuable contributor t(> the town but was not known
too well by yourselves. Never the less, in 12 years in town, his significant contributions ranged from the Rubber
Duck Derby, Campbell House and the Lions Club amongst others. Few knew he gave of his time to anyone in need
from individuals to the Brownies. For the Brownies, he cut pieces of wood so the Brownies could assemble them and
sell them as wmpl~ed birdhwses. He was the presidl'llt the year the Club House was sold to town. A week or so
hefore his death we were at a provincial presl'lltation where his efforts were acknowledged hy the province.
Since his contributions were significant I asked Councillor Schell how I might g~ a street or something named after
him. After some discussion with Mr Schell, we both said we would think some more about this.
When I created the ViSOR (see attached - minus map) for what has become Valleys 2000, one component was a
memorial cairn - a place to remember Volunteers. The concept I drew was that the Creek Park was to be a
community project with participants coming in to handle their own contribution to the Park creatjon. Service Clubs.
etc would build & might even maintain the cairn. Funding was to bave come from the various service clubs, etc and
Funeral Homes (& Nursing Homes). '
This is of course is the Year of the Volunteer. Couple this with the preceding ideas and I think it might be an idea fur
Council to provide the leadership to erect the Caim. The Cairn would still he located in the Bowmanvi!le Creek
Valley. The rulfIIeB added to it would be Volunteers who have died since the start of the Year 2000. The dec.eased
would have a small plaque (something akin to a metal lapel Name Plate) affixed to the Cairn in his memory. The
deceased could have been a volunteer/member for just a year or for a life time. This would be to catch the vast
majority of Volunteers who fall thnu the cracks in the conventional Recognition process, since they switch their
effortolcontributi"ll$ r;ll,lling their lif,;. & woulr;l not get recognized ~illce they r;lid not have a lengthy rccorr;l with any
one group.. yet have given many years to the commllnity.

SOME USAGE IDEAS ;
. Memorial Cairn for Volunteers (service, fraternal and others). All clubs given an
opportunity to participate.
. Memorial Garden - relatives, friends can make a contribution in memory of
deceased. Usually thm the Funeral home. Donations recognized via brass plaques
at various locations while donations would be used to maintain the Garden. Limit
flora to shrubs and smaller plants. This potentially is a project for the
Horticultural Society.
. Heritage Garden: low maintenance garden using native flora. This could be
spread out over the entire available space. Again Horticultural Society in
part!lership this time with the Horticultural Industry.
. Pet Cemetery - Vet sponsored, owner & industry funded
. Kite and motorized models (airplane/car) park.
. Model train ride per Mr Allin's effort.(the Allin Memorial Train? - buy the
machinery from Mrs Allin?)
. Doggie Beach & play area. Our canine friends no longer see a welcome mat at
most parks. Give them a place of their own - to play in the creek, etc..

in town in association with OFAR, MNR, CLOCA

. The Carson Elliott roller blade track will circle the park land. It will be an asphalt
track.
. Primary paths will also be asphalted - with stiles every so often to stop wheeled
traffic, yet still considers the disabled.
. Feeder walkways will branch off, some to dead-end others to rejoin elsewhere

VOLUNTEERS..
. Volunteers would be drawn from all service, fraternal & affinity clubs in town.
Of particular interest is the desire to engage the youth in this project and have
them provide insight into solving security issues. Also the efforts of smaller clubs
is of serious interest.
. Volunteers can contribute in a number of ways, other than financial. Some way
wish to help on big pieces of the project, others are only interested in their
group's pro.iect. Some may help with the planning or administration over the long
haul.

Funds required to implement recognition memorial tributes will be budgeted in any given year that the
tribute is anticipated, and otherwise may be drawn from the Unclassified Administration Receptions and
Tributes account.
