EXECUTION OF THE ELECTRONIC TRANSFER OF
VEHICLE REGISTRATION DATA
Recommendations:
It is respectfully recommended that the General Purpose and Administration Committee
recommend to Council the following:
1. THAT Report CLD-002-01 be received; and
2. THAT a By-law be passed to authorize the execution of the Government
Authorized Requester Agreement of the Ministry of Transportation for the
electronic transfer of vehicle registration data.

BACKGROUND
The Municipality of Clarington's By-law Enforcement Division relies on information from
the Ministry of Transportation's vehicle registration files to perform its functions for
parking enforcement. Over the last five years, the Ministry has been attempting to
streamline this data transfer.
Currently, the Parking Enforcement Officer must compile a manual list of all vehicle
licence numbers and fax them to the Ministry in order to receive registration information,
The material is mailed back to the Municipality within seven to ten days, This process is
time consuming and antiquated. The proposed agreement will allow staff to directly
access the Ministry information thus reducing operating costs and time delays.
RECOMMENDATION
Staff are respectfully requesting authorization to enter into the Agreement on behalf of
the Municipality in order to facilitate this data transfer.
