CL2001-23, WALBRIDGE PARK, NEWCASTLE, ONTARIO
RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and Administration Committee recommend
to Council the following:
1. THAT Report COD-011-01 be received;
2. THAT Snyder Construction, Ashburn, Ontario, with a total bid in the amount of $423,772.68
(including G.S.T.), being the lowest responsible bidder meeting all terms, conditions and
specifications of Tender CL2001-23, be awarded the contract for the Walbridge Park,
Newcastie, ON, as required by the Engineering Department;
3. THAT the total funds required in the amount of $455,772.68 ($423, 772.68 tender plus
$32,000.00 consulting and inspection) be drawn from Account # 7603-00105-0516;
4. THAT the over expenditure of $55,772.68 be financed as indicated in the body of this report;
and
5. THAT the attached By-law marked Schedule "A", authorizing the Mayor and Clerk to execute
the agreement be approved.

1.0 BACKGROUND
Tender specifications were provided by Henry Kortekaas and Associates Inc., for the Walbridge Park
Construction, as required by the Engineering Department.
Tenders were advertised in the local papers, as well as the Daily Commercial News. Subsequently,
tenders were received and tabulated as per Schedule "8" attached.
The totai funds in the amount of $455,772.68 ($423,772.68 tender + $32,000.00 inspection and
consulting) will be drawn from the 2001 Capital Budget Account 7603-00105-0516, as identified on page
169. It is recommended lhat the over expenditure of $53,772.68 be financed as follows:
Development Charges Public Works
$48,304.72
Public Works Park Capital
$7,467.96
The low bidder has previously performed salisfactorily for the Municipality of Clarington in recent years.
The Director of Finance has reviewed the funding requirements and concurs with the recommendation.
Queries with respect to department needs, specifications, etc., should be referred to the Director of
Engineering Services.
After further review and analysis of the bids by Engineering, Henry Kortekaas & Associates Inc. and
Purchasing, it was mutually agreed that the low bidder, Snyder Construction, Ashburn, Ontario, be
recommended for the contract for the Walbridge Park Construction, Newcastle, Ontario.

THE CORPORATION OF THE MUNICIPALITY OF CLARINGTON
BY-LAW 2001-
Being a By-law to authorize a contract between the
Corporation of the Municipality of Clarington and Snyder
Construction, Ashburn, Ontario, to enter into an agreement for
the construction of Walbridge Park, Newcastle, Ontario.
THE CORPORATION OF THE MUNICIPALITY OF CLARINGTON HEREBY ENACTS
AS FOLLOWS:
1. THAT the Mayor and Clerk are hereby authorized to execute, on behalf of the
Corporation of the Municipality of Clarington with the Corporation Seal, a contract
between Snyder Construction, Ashburn, Ontario, and said Corporation; and
2. THAT the contract attached hereto as Schedule "A" form part of this By-law.
