CL2001-29, KITCHEN ADDITION TO ORONO TOWN HALL
RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and Administration Committee recommend
to Council the following:
1. THAT Report COD-01 0-01 be received;
2. THAT Kraco Carpentry Service Ltd., Bowmanville, Ontario, with a total bid in the amount of
$105,069.00 (including G.S.T.), being the lowest responsible bidder meeting all terms,
conditions and specifications of Tender CL2001-29, be awarded the contract for the Kitchen
Addition to Orono Town Hall, as required by the Operations Department;
3. THAT funds required in the amount of $85,000.00 be drawn from Account # 2900-17-X as
carried over from the 2000 Capital Budget;
4. THATfunds in the amount of $16,100.00 be drawn from Account #1110-159-X and $400.00
be drawn from Account #2900-17-X as carried over from the 2000 Capitai Budget;
5. THAT the remaining funds required in the amount of $3,583.00 be drawn from Account #
111 0-159-X as carried over from the 1999 Capital Budget; and
6. THAT the attached By-law marked Schedule "A", authorizing the Mayor and Clerk to execute
the agreeme 6fPproved; FORTHWITH.

1.0 BACKGROUND
Tender specifications were provided by Thomas E. Brown Architects Inc., for the Kitchen Addition to
Orono Town Hall, as required by lhe Operations Department.
Subsequently, tenders were received and tabulated as per Schedule "B" attached.
As this project exceeds the total budget allocation available, negotiations were entered into with the low
bidder in an effort to reduce the total bid. Minor changes which do not effect the integrity of the
construction such as windows, cabinet selection, doors etc. were made which reduce the tolal bid price to
$105,069.00.
The total funds required are therefore $105,083.00 ($105,069.00 less the GST credit of approximately
$4,486.00, plus $4,500.00 consulting)
It is recommended that funding for this project be as follows:

The low bidder has previously performed satisfactory work for the Municipality of Clarington.
The Director of Finance has reviewed the funding requirements and concurs with the recommendation.
Queries with respect to department needs, specifications, etc., should be referred to the Director of
Operations.
After further review and analysis of the bids by Operations, Thomas E. Brown Architects Inc. and
Purchasing, it was mutually agreed that the low bidder, Kraco Carpentry Service Ltd., Bowmanville,
Ontario, be recommended for the contract for the Kitchen Addition to Orono Town Hall.

BY-LAW #2001-
Being a By-law to authorize a contract between the
Corporation of the Municipality of Clarington and Kraco
Carpentry Service Ltd, Bowmanville, Ontario for the Kitchen
Addition to Orono Town Hall, Orono, Ontario.
THE CORPORATION OF THE MUNICIPALITY OF CLARINGTON HEREBY ENACTS
AS FOLLOWS:
1. THAT the Mayor and Clerk are hereby authorized to execute, on behalf of the
Corporation of the Municipality of Clarington with the Corporation Seal, a contract
between Kraco Carpentry Service Ltd., Bowmanville, Ontario and said
Corporation; and
2. THAT this agreement attached hereto as Schedule "A" form part of this By-law.
