THAT Report COD-008-01 be received; 2. THAT Aloia Bros. Concrete Contractors Ltd., Toronto, Ontario, with a tbtal bid in the amount of $91 ,716.93 (including G.S.T.), being the lowest responsible bidder meeting all terms, conditions and specifications of Tender CL2001-35, be awarded the contract for the Sidewalk Construction - Various Locations, as required by the Engineering Services Department; 3. THAT funds required in the amount of $89,757.65 (including net G.S.T. and Contingencies) be drawn from the Engineering Services Department Capital Budget Account #7212-96002- 0261; 4. THAT the remaining funds in the amount of $4,242.35 (Consulting) be drawn from the General Engineering Design Account #7205-87000-0260; and 5. Tenders were advertised in the local papers, as well as the Daily Commercial News. Subsequently, tenders were received and tabulated as per Schedule "B" attached. For the information of Council, three (3) contractors picked up tender packages, but only (1) tender was received. The poor response to the tender call is identified in the letter from Totten Sims Hubicki Associates, marked Schedule "C". The total project cost, including Project Administration, as detailed in the letter from Totten Sims Hubicki Associates, marked Schedule "C", is estimated at $94,000.00. Funds in the amount of $89,757.65 will be drawn from the 2001 Engineering Services Department Capital Budget Account #7212-96002-0261, and are within the budget allocation of $100,000.00 for Sidewalk Construction - Various Locations, as identified on Page 146 of the 2001 Capital Budget. The remaining funds required in the amount of $4,242.35 for Consulting will be drawn from the General Engineering Design Account #7205-87000-0260. Although the low bidder has not previously performed work for the Municipality of Clarington, they have recently completed similar work for the City of Oshawa, and the Town of Georgina in York Region. The Director of Finance has reviewed the funding requirements and concurs with the recommendation. Queries with respect to department needs, specifications, etc., should be referred to the Director of Engineering Services. After further review and analysis of the bids by Engineering Services, Totten Sims Hubicki Associates and Purchasing, it was mutually agreed that the low bidder, Aloia Bros. Concrete Contractors Ltd., Toronto, Ontario, be recommended for the contract for the Sidewalk Construction - Various Locations within the Municipality of Clarington. LlC 3A6 Fax: 905-623-4169 Dear Ms. Birkett: Re: Contract No. CL2001-35, Sidewalk Construction Various Locations, Municipality of CIarington Tenders for the above project were opened at the municipal offices on Wednesday, September 12, 2001, at 2:00:00 p.m. The bids received inclusive of GST are summarized as follows: Bidder T,otalBid Amount Aloia Bros. Concrete Contractors Ltd., Toronto, Ont. $91,716.93 While three contractors picked up tender packages, only one bid was received. The poor response to the tender call is thought to be related to the relatively small value of work included in the tender and the fact that most contractors involved with the concrete trade are busy at this time of year trying to complete work before freeze up. In addition, the work is not suited to larger contractors because it involves small amounts of work over a large geographic area making it difficult to coordinate crew activities. The price received from Aloia Bros. is consistent with the Engineer's Estimate for the project and within the amount budgeted for the project by C1arington Staff. The bidder's submitted tender has been reviewed and is in order. Aloia Bros. Concrete Contractors Limited has recently completed work for the City of Oshawa and for the Town of Georgina in York Region. These projects were similar in nature to the subject contract and references contacted indicated their perfonnance was acceptable.
