MEETING OF DECEMBER 13, 1982.

SUBJECT: RESOLUTION NO. GPA-1222-82.
PETITION FOR SIDEWALK, EAST SIDE OF ELGIN STREET
FROM C.P.R. BRIDGE, NORTHERLY TO FIRST STREET,
BOWMANVILLE.
RECOMMENDATION:
It is respectfully recommended:
1 . That consideration be given to including sidewalk cons-
truction on the east side of Elgin Street, from the C.P.R.
Bridge, northerly to First Street, Bowmanville, in 1983.
2. That signs warning of pedestrian movement in the vicinity
of the C.P.R. Bridge not be considered.
3. That Mr. M. Prout be advised of Council 's decision in this
matter, and that a copy of this report be forwarded to him
and to the Petitioners to Committee of November 15, 1982.
REPORT:

On October 25, 1982, a fifteen year-old girl was struck by a
northbound vehicle at the C.P.R./Elgin Street Bridge. Not-
withstanding the fact that the girl had run into the path of
the car, area residents have concerns that an unsafe condition

exists. 1

There is a sidewalk on both sides of the Bridge, however one
can only approach same via a sidewalk on the east side of
Elgin Street, between the Bridge and Concession Street, and
on the west side of Elgin between the Bridge and First Street.
If a pedestrian wishes to use sidewalks, it is necessary to
cross Elgin Street on the Bridge.
Visibility is adequate for the speed limit on Elgin Street,
and allows both vehicles and pedestrians to avoid conflicts. .
To improve the situation , if necessary, it would be possible
to construct a sidewalk on the east side of Elgin Street, from
the Bridge, northerly, to First Street, thereby allowing any
pedestrians to cross at an intersection. This would involve
the construction of approximately 200 ft. of sidewalk at an
estimated cost of $2,500. 00 (Two Thousand Five Hundred Dollars)
Council may wish to have such a project considered for inclusion
in the 1983 Works Budget.
Prior to a decision on this proposal being made, Council should
be aware that there is no history of pedestrian/vehicle accidents
in the subject location, and the incident which precipitated the
Petition to Committee of November 15, 1982, would not likely
have been avoided by the existence of a sidewalk: The girl in-
volved ran between two (moving) southbound vehicles , into the
path of a northbound car, and was struck by same; the driver
of the latter vehicle was not charged as a result of the occur-
ence.
In addition to the request for sidewalks, the Petition suggests
placement of signs warning of potential pedestrian activity in
the area of the Bridge. Again, the accident in question would
not have been prevented av such signs and, with respect to
signs in general. , too many installations of same tends to
diminish the effect of those which are really justified and
needed. With these two factors in mind, it cannot be recommended
that warning signs be installed.
