SUBJECT: PROPOSAL TO INCLUDE THE VILLAGE OF NEWCASTLE AND THE ORONO ESTATES SUBDIVISION IN THE 1983 TENDER FOR THE PROVISION OF GARBAGE COLLECTION SERVICES. RECOMMENDATION: It is respectfully recommended: 1 . That this report be received, and, 2. That Council authorize Staff to advertise the proposal to provide Garbage Collection Services to the Village of Newcastle and the Orono Estates Subdivision, in addition to the existing service to the Village of Orono, and, 3. That the boundaries of the service be established as set out on the attached maps of the areas involved, and, 4., That, upon there being no significant objection to the `1 proposal , the abovementioned areas be included in the tender for the provision of Garbage Collection Services, under contract administered by the Municipality, to take { fa effect on January 1, 1983. ,,`! u{, BACKGROUND: In 1979 the Newcastle Hydro Electric Commission, which had previously n� supervised the provision of garbage collection services in the WD-87-82 _ 2 former Village of Orono, requested that the Town assume future responsibility for the administration and supervision of the service; for the year 1979 an Agreement was entered into with the Contractor who had been servicing the Orono area and late that year the work was put out to tender for a two-year period from January 1, 1981 to December 31 , 1982. On September 13, 1982, by Resolutions Nos. GPA-985-82 and GPA-986-82, Committee directed that Newcastle Village and Orono Estates be included in the contract starting January 1, 1983, and that the boundaries of the collection areas be recommended at a future Meeting. Attached are maps of the relevant areas, together with one de- tailing the boundaries of the Village of Orono presently being serviced under contract to the Town. The Company providing garbage collection on behalf of the Town is servicing approximately 350 Residential and 40 Commercial properties within the limits of the former Village of Orono. The tender document asked that bids be submitted on a 'per Unit' cost, under a two-year contract, with provision for a percentage in- crease for the second year to be based on the Consumer Price Index. Staff research has indicated that the following figures will be applicable if the Village of Newcastle and the Orono Estates Subdivision are to be included in the contract commencing on January 1, 1983: Households Commercial Village of Newcastle 481 35 Orono Estates. Subdivision 83 Sub-total : 564 35 Existing Area Serviced (Orono) 350 40 Total Units as per proposal for 1983. 914 75 WD-87-82 - 3 In advertising the proposal to include the two additional areas in the Municipally-administrated Garbage Collection Contract, it will not be possible to establish a firm dollar figure applicable to each household or commercial enterprise, as charges for the service are based on the Commercial or Realty Assessment of the property receiving same and the rates, therefore, will vary. It is suggested that the proposal to provide garbage collection to Newcastle Village and Orono Estates be advertised forthwith, detailing how the addition of this Municipal service will affect the taxpayer. It is further suggested that, in the preparation of the tender documents, the Unit Price be the guiding factor as, due to fluctuations in the real estate market, it is difficult, if not impossible, to determine the number of properties vacant. The format recommended is as follows: Total Number of Units (i.e. sum of Households and Commercial Enterprises in all three collection areas) : x $ _ $ Number Unit Price Contract Price The above format allows for ready calculation of costs to the Town, together with ease of adjustment in the event of an increase as per the C.P.
