REPORT TO THE GENERAL PURPOSE AND ADMINISTRATION COMMITTEE
MEETING OF OCTOBER 12, 1982.
REPORT NO. WD-82-82.
SUBJECT: 1983 CAPITAL BUDGET.
PROPOSAL FOR ROAD RECONSTRUCTION.
RECOMMENDATION:
It is respectfully recommended:
1 . That this report be received, and,
2. That the reconstruction of Scugog Street North, from
Mill Lane, northerly, to Durham Road 57, be considered
in the 1983 Capital Budget as the next phase in the
improvements to Scugog Street, with the proposal for
potential construction in 1984, and,
3. That sidewalk construction, between Knox Christian
School and Durham Secondary School , be considered as
a component of the project, and,
4. That a copy of this report be forwarded to the corr-
espondents representing the abovenamed Schools.
BACKGROUND:
On September 13, 1982, Council considered Report WD-73-82 which
dealt with requests from the Knox Christian School and Durham
Secondary School that a sidewalk be constructed between the two
facilities. The recommendation at that time was, basically, that

no action be taken until the reconstruction of Scugog Street
occurs. In consideration of the safety problems in the area, ( /

Council directed that discussions with the two School Boards be
held with a view to finding alternative solutions to the problem.
REPORT:
On September 22, 1982, the Director of Public Works attended the
Knox Christian School and met representatives of the Boards. The
proposals for resolution of the safety concerns were as follows:
1 . Construction of a sidewalk on the west side of Scugog
Street, between the two Schools. After considerable
debate on the points raised in Report WD-73-82 it was
mutually agreed that this proposal would be difficult,
if not impossible, to achieve.
2. Construction of a sidewalk on the east side of Scugog
Street, where there is more property available. It was
agreed that this suggestion would have little merit as
students travelling between the two Schools would choose
to walk on the road, as this would be more convenient.
3. Construction of a sidewalk (by the Schools) on an
easement connecting the rear yards of the two facilities.
There is a creek and pond in this area and the School
representatives were not enthusiastic in pursuing this
alternative.
4. Scheduling construction of the section of Scugog Street
which abuts the two Schools early in the 5-Year program.
Of the above, the latter alternative seemed to be the most viable
and desirable and, as Scugog Street between Mill Lane and Durham
Road 57, is in a poorer condition than any other section, it does
not seem unrealistic to follow through on such a recommendation.
Accordingly, it is recommended that the relevant section of Scugog
Street be scheduled as the next reconstruction project (after the
completion of the section between King and O'Dell Streets) .
