Subject: RFP2001-4, ARCHITECTURAL SERVICES - SOUTH COURTICE COMMUNITY PARK Recommendations: It is respectfully recommended that the General Purpose and Administration Committee recommend to Council the following: 1. THAT Report COD-001-01 be received; 2. THAT Barry Bryan Associates, Whitby, Ontario with a total bid (excluding disbursements) in the amount of $67,500.00 + GST, being the lowest responsible bidder meeting all terms, conditions and specifications of RFP2001-4 be awarded the contract for the architectural services for the South Courtice Community Park, Part A; 3. THAT the award be subject to the successful negotiation of a mutually satisfactory contract; 4. THAT the total funds required be drawn from Community Services 2001 Capital Budget, Account #7602-00000-0500; and 5. THAT the attached By-Law, marked Schedule "B" authorizing the Mayor and Clerk to execute the agreement be approved. Chief Administrative Officer . a ana Irector of Community Services MM*LAB/eo 902 REPORT NO.: COD-01-01 PAGE 3 BACKGROUND AND COMMENT A Request for Proposal was issued with eleven (11) firms being invited to submit on providing the Architectural Services for the South Courtice Community Park. Subsequently, seven (7) proposals were submitted and tabulated as per Schedule "A" attached. The request for proposal document was divided into Part A and Part B as follows: Part A Provided for pricing to be quoted as a total upset fee for completion of the Master Plan including the public consultation process, schematic drawings and site plan approval. Part B Provided for pricing to be quoted as a percentage (%) fee of the construction costs for the detailed drawings, tender call and construction. Bidders were advised that construction may be completed in one, two, or three phases. The Request for Proposal specifications also provided for negotiation with the successful proponent for completion of any subsequent phases and that it was the intent of the Municipality of Clarington to award part B, should it proceed, to the successful bidder of part A. As indicated in the bid summary, the prices for part A and B vary considerably. Therefore, both were evaluated based on the total estimated construction. Upon completion and approval of the master plan by Council, a report will be brought forward requesting authorization to award Part B. As stipulated in the proposal documents, proponents were evaluated based on the following criteria: . previous arena design experience . previous other related experience . previous team experience . team concept/compatibility . problem solving skills . key personnel . ability to communicate . working knowledge in Clarington/Region of Durham . overall impression . proposed fees and hourly rates 903 ..'-- REPORT NO.: COO-01-01 PAGE 4 . reference interviews Based on the above evaluation, the top four firms were interviewed by the selection committee: Barry Bryan Associates, Whitby, Ontario NORR Limited Architects and Engineers, In Association with PBK Architects, Toronto, Ontario Rounthwaite, Dick & Hadley Architects, In Association with Shoalts and Zaback Architects Ltd., Toronto, Ontario Parkin Architects Limited Toronto, Ontario The selection committee consisted of the following staff: 1. Director of Community Services 2. Purchasing Manager 3. Assistant Director Community Services 4. Manager of Arena Facilities After further review and analysis of the submissions, the firm Barry Bryan Associates, Whitby, Ontario are recommended for this project. The subject firm have previously worked satisfactorily for the Municipality of Clarington. This recommendation is subject to the successful negotiation of a mutually satisfactory contract. The funds required for the architectural services are included in the Community Services 2001 Capital Account #7602-00000-0500 and are within the budget allocation of $877,800.00 as reflected on page 371 of the Capital Budget. SCHEDULE "B" THE CORPORATION OF THE MUNICIPALITY OF CLARINGTON BY-LAW 2001- Being a By-law to authorize a contract between the Corporation of the Municipality of Clarington and Barry Bryan Associates, Whitby, Ontario, for Architectural Services for the South Courtice Community Park THE CORPORATION OF THE MUNICIPALITY OF CLARINGTON HEREBY ENACTS AS FOllOWS: 1, THAT the Mayor and Clerk are hereby authorized to execute, on behalf of the Corporation of the Municipality of Clarington with the Corporation Seal, a contract between Barry Bryan Associates, Whitby, Ontario, and said Corporation; and 2. THAT this agreement attached hereto as Schedule "An form part of this By-law. By-law read a first and second time this 11 th day of September, 2001.
