SUBJECT: RECONSTRUCTION OF HOLT ROAD, BETWEEN HIGHWAY 401 AND BASE LINE ROAD, DARLINGTON. RECOMMENDATION: It is respectfully recommended: 1 . That this report be received, and; 2. That the reconstruction of Holt Road, between Highway 401 and Base Line Road, to be performed by the Town of Newcastle at the expense of Ontario Hydro, be deferred until 1983. REPORT: As part of the Agreement between the Town of Newcastle and Ontario Hydro, related to the construction of Darlington Generating Station, i the reconstruction of Holt Road, between Highway 401 and Base Line Road, was negotiated and it was mutually agreed that the volume of traffic on Holt Road would radically increase as a result of the Darlington G.S. proposal , and would lead to the structural failure of Holt Road if reconstruction was not considered. It was anticipated that reconstruction would take place in 1982 and funds were budgeted accordingly; the necessary approvals were secured and property acquisition required to accommodate the i WD-64-82 _ 2 _ proposed reconstruction, was initiated. To date; four out of five properties have been acquired, with negotiations between the Town and the fifth property owner having broken down. At the present time, Ontario Hydro is trying to resolve this final land purchase in an amicable manner (without having to resort to expropriation proceedings) . Because these negotiations will take some time, and due to the lateness in the year, there is insufficient time to call and award a contract and arrange for the necessary construction. It will , therefore, be necessary to reschedule the subject work for 1983. As the volumes of Ontario Hydro-associated traffic using Holt Road are not yet excessive, and M.T.C. subsidy dollars will not be lost by deferring the project to next year, such action will not adversely affect the Town of Newcastle.
