REPORT TO THE GENERAL PURPOSE AND ADMINISTRATION COMMITTEE
MEETING OF SEPTEMBER 13, 1982.
REPORT NO. WD-63-82.
SUBJECT: KING STREET (HIGHWAY NO. 2) CONNECTING LINK.
VILLAGE OF NEWCASTLE.
RECOMMENDATION:
It is respectfully recommended:
1 . That this report be received for information, and;
2. That a copy of Report WD-63-82 be forwarded to the
District Municipal Engineer, Ministry of Transportation
& Communications.
REPORT:
There have been ongoing discussions between the Town of Newcastle
and the Ministry of Transportation & Communications related to
reconstruction of the Highway No. 2 Connecting Link in the former
Village of Newcastle. As late as March, 1982, the Town was advised
that connecting link funds were not available for such work. More
recently, however, we have been advised that funds in the amount
of $20,000. 00 for Design, and $280,000. 00. , for Construction,
have been allocated for the years 1982 and 1983 respectively.
The Town is concerned that the above amounts are insufficient, in
view of the Design Criteria and Preliminary Cost Estimates which
were prepared and submitted to the Ministry in January of this year.

The Preliminary Cost Estimates showed costs in the order of
$750,000 for the Connecting Link, with $600,000 to be provided
by the Ministry; obviously these figures are far in excess of
the $280,000 being provided. Accordingly, the attached letter
was forwarded, by the Director of Public Works to the Ministry.
In essence, the proposal is to proceed as follows :
1 . The District Municipal Engineer was notified on August
9, 1982, of the Town's concerns in regard to available
funding, and advised that more accurate designs and cost
estimates would be prepared, for further discussion and
consideration.
2. The Town has engaged it's consultant to assemble the
necessary base information, and prepare detailed designs
and cost estimates.
3. The Town's consultant is presently performing these tasks.
4. Upon completion of the preparation of base information
and plans, a meeting will be convened between:
(i) The Town
(ii) Newcastle B. I.A.
(iii) M.T.C. District No. 6 Staff.
(iv) M.T.C. Planning & Design Staff.
At this time it is hoped that such a meeting will result in a
mutually agreed upon design so that the detailed designs and cost
estimates can be compiled. It is also expected that the works on
behalf of the Newcastle B.I.A. can be incorporated into the Conn-
ecting Link project.
5. M.T.C. will , hopefully, take whatever steps are necessary
to ensure that sufficient connecting link funds are all-
ocated to the project. Verbal discussions with the District
Municipal Engineer have established that he is prepared to
support the Town in an endeavour to secure additional funds,
if such a request can be substantiated.

In summary: the Ministry of Transportation & Communications has
been notified of the Town's concerns relative to the amount of
funding being provided for the Village of Newcastle Connecting
Link, and efforts are underway towards a request for additional
allocations, if required.
