NO: 60 - 82 SUBJECT: JOB DESCRIPTIONS PUBLIC WORKS DEPARTMENT ENGINEERING TECHNICIAN AND ASSISTANT AND RECORDS SUPERVISOR RECOMMENDATION: 1 . That this report be received; and 2. That the attached general job description for the position of Engineering Technician be endorsed; and 3. That the attached general job description for the position of Administration and Records Supervisor be endorsed. BACKGROUND AND COMMENT: In accordance with Council 's actions in respect of the "General Purpose and Administration Committee's" report item 26 (July 19, 1982) , the Director of Public Works and the Administrator have prepared the attached general job descriptions for the positions of Engineering Technician and Administrator and Records Supervisor. Upon endorsation of the job descriptions, the Director of Public Works and I Administrator will proceed to hire an Engineering Technician in accordance with the procedures specified in the collective agreement. Staff have the authority to fill the position without further reference to Committee and Council and will proceed to fill the position on that basis. Cont'd Page 2. . . . . . { Page 2 The Administrator has initiated discussions with C.U.P.E. in respect of job descriptions for all union positions. Upon endorsation of the job descriptions, the Director of Public Works and Administrator will advertise for the position of Administration and Records Supervisor and will submit a further report to Committee and Council recommending the appointment of an appropriate candidate and the establishment of the position according to a job description effected by by-law. GENERAL JOB DESCRIPTION ENGINEERING TECHNICIAN DEPARTMENT OF PUBLIC WORKS Summary of Duties: Responsible to the Director of Works for all aspects of road design, more specifically the preparation of engineering designs in imperial and metric units; including drainage designs and cost estimates. Duties and Responsibilities: 1 . Responsible for undertaking and performance of field surveys as may be required for the design of roads, storm drainage systems and related works. 2. Responsible for the calculation of vertical and horizontal alignments and cross-sections for roads; includes the responsibility for familiarity with requirements of review agencies, particularly the Ministry of Transportation and Communications. 3. Responsible for all design components for storm drainage, related to road design. 4. Responsible for the review and preparation of recommendations and comments on development proposals; includes knowledge of development control procedures. 5. Responsible for the preparation of budget estimates for capital works. 6. Responsible for the preparation of reports and recommendations on the above and other matters as may be assigned by the Director. 7. Required to communicate and liaise with other agencies and levels of government. Qualifications: 1 . Accreditation as a Certified Engineering Technician or equivalent qualifications and/or experience. 2. At least two (2) years of Municipal experience. 3. Proven written and oral communication skills. Ability to work as part of a multi-disciplinary organization. 4. Valid Motor Vehicle operator's permit. GENERAL JOB DESCRIPTION ADMINISTRATION AND RECORDS SUPERVISOR DEPARTMENT OF PUBLIC WORKS Summary of Duties: Responsible to the Director of Public Works for the research and compilation of background information and data leading to the preparation of reports, policies and by-laws pertaining to the administration and operation of the department. Responsibilities include the maintenance of Departmental record systems and accounts. Duties and Responsibilities: 1 . Responsible for the collection and synthesis of information and the composition of reports, statistical and analytical data for, or on behalf of the Director. 2. Responsible for the processing of road closure applications and the assembly of information related to Provincial Statutes, local by-laws and other related matters. 3. Responsible for the establishment of a filing system compatible with other municipal departments and the operation and maintenance of related records retention systems. 4. Responsible for the administration of personnel records for the department, in consultation with the Administrators, Clerks and Treasurer Departments; including the administration of daily attendance and equipment records. 5. Responsible for preparing working papers and detail sheets for the Works Department Budget; responsible for the co-ordination and compilation of the annual departmental budget. 6. Responsible for the preparation of documentation, and background material required for the submission of annual returns to the Ministry of Transportation and Communications in consultation with the Treasurers Department. 7. Required to communicate and liaise with other agencies and levels of government. 8. Responsible for related duties as may be assigned by the Director. Qualifications: 1 . Minimum of senior m&t* or equivalent education and experience. Secretarial skills and familiarity with word processing systems. 2. Minimum of three (3) years Municipal experience, in a public works or a Municipal engineering department. Cont'd Page 2. . . . . . Page 2 Qualifications: 3. Knowledge of procedures under the Municipal Act and other legislation, related to Public Works functions. 4. Ability to communicate effectively with other staff and the Public. 5. Valid Motor Vehicle operator's permit.
