SUBJECT: PEDESTRIAN CROSSOVER. KING & DIVISION STREETS, BOWMANVILLE. RECOMMENDATION: It is respectfully recommended: 1 . That this report be received, and; 2. That the Director of Public Works be authorized to ask the Ministry of Transportation & Communications to recognize the King Street/Division Street, Bowmanville, intersection as eligible for traffic signal installation, to be installed and subsidized in 1983 under the Connecting Link Agreement,and; 3. That the Town advise Mr. George Walton, representative of the petitioners in the Veltri Complex, that the existing signs and pavement markings represent the legal requirements for a Pedestrian Crossover, and; 4. That a copy of Report WD-59-82 be forwarded to Mr. Walton. REPORT: As a result of a petition from residents in the Veltri Complex, the Town considered and installed a Pedestrian Crossover at the King Street/ Division Street, intersection in Bowmanville. The necessary by-laws i f� co-) WD-59-82 - 2 _ were passed by Council and approved by the Regional Municipality of Durham and the Ministry of Transportation & Communications. The Pedestrian Crossover is comprised of roadside signs and pave- ment markings, as prescribed by The Highway Traffic Act. In considering the PXO there was little discussion with respect to what would be placed at the subject location; some were led to believe that an overhead sign would be installed, but the costs associated with same (some $5,000. 00) could not be justified, in view of the fact that warrants for traffic signals were almost met. A Traffic Study had been performed by the Regional Municipality of Durham which recommended that the count be updated in June of 1982 to establish new warrants. A Traffic Count was undertaken on June 11 , 1982, and the results forwarded to the Region for analysis. In the attached correspondence the Region advises that the warrants for traffic signals have now increased, from 82% to 96%. The Region also contacted the Traffic Signal Engineer for the Ministry of Transportation & Communications to determine his opinion as to whether a traffic signal installation would be subsidized at this location. A favourable reply was received, from the point of view that: 1 . Signal warrants are almost met (96%) . 2. A Pedestrian Crossover is warranted. 3. A Pedestrian Crossover has been installed at a far from ideal location. Accordingly, it is recommended that the Town of Newcastle formally approach the Ministry of Transportation & Communications in an attempt to have the King/Division Streets intersection recognized as a warranted location for traffic signals, with the installation being subsidized. The installation would cost in the order of $30,000. 00 (1982 dollars) of which $27,000. 00 would be paid by the Ministry as part of the Connecting Link Agreement between the Province and the Town. WD-59-82 - 3 _ If successful in the recommended approach, the Town could budget it's portion of the installation costs in the 1983 Budget, with a view to the work being done early next year.
