SUBJECT: MILL STREET BRIDGE REPAIR AT GRAHAM CREEK.
BUDGET ITEM 7206-000-081
RECOMMENDATION:
I It is respectfully recommended:
1. That this report be received and,
2. That Totten, Sims, Hubicki Associates Limited be
retained to administer and supervise qualified bridge
repair contractors on a `cost plus payment basis) in
the repair of the Mill Street Bridge spanning Graham
Creek.
BACKGROUND AND COMMENT:
In 1981, while performing routine inspection of the Mill Street
Bridge spanning Graham Creek in Newcastle Village, Town staff
noted several large cracks in the abutment wall . Totten, Sims,
Hubicki Associates were directed to review the bridge structure
and carry out a detailed study.
The Ministry of Transportation and Communications advised that
plans of the existing concrete bridge were not available, making
it extremely difficult and costly to carry out a proper assessment
of the structure.

Further field inspection revealed serious undermining and cracking
of the east abutment footing with voids up to 3 feet in size.
It is recommended that, in order to prevent further settlement
and erosion of the footings, the voids be filled with mass concrete.
The areas to be filled are under water and the work will be co-
ordinated with the Ganaraska Conservation Authority in order to
protect the investment in this structure. The repairs must be
completed this summer.

U 1981 Bridge Appraisal recommended remedial work be performed in 1982 to
prevent further damage to the existing structure.
Footings are being undermined and require grouting and shoring-up.
Mork to be performed by qualified specialty contractor on 'Cost Plus '
