WD-50-82 SUBJECT: CALLING OF TENDERS FOR STORM SEWER CONSTRUCTION, BASELINE ROAD, BOWMANVILLE. RECOMMENDATION: It is respectfully recommended: That Council authorize the calling of tenders for storm sewer construction on Baseline Road in Bowmanville in accordance with 1982 budget account # 7205-0513-00561-9. BACKGROUND AND REPORT: Funds in the amount of $144,000. were provided in the Town's 1982 Current Budget for construction of storm sewers on Baseline Road in Bowmanville. The attached budget sheet provides some detail with respect to the project. Funding for this project was established on the basis of receiving supplementary subsidy from the Ministry of Transportation and i Communications, ie: subsidy in excess of the normal allocation for construction. The attached letter from the Minister indicates ,�, WD-50-82 -2- that the Town has been successful in securing supplementary subsidy in the amount of $70,000. , to be spent only on the Baseline storm sewer construction project. Richard Town of Newcastle 40 Temperance Street Bowmanville, Ontario L1C 3A6 Dear Mayor Richard: I am pleased to advise that I have approved a supplementary construction allocation for your Municipality in the amount of $70,000. This allocation is for storm sewer construction, Base Line Road, Bowmanville and may not be used for other subsidizable work. Funds for this allocation have been made available as part of the 171 million dollar Job Creation Program announced by the Treasurer in his May 13th budget. In order to determine the effectiveness of the Program, I would be obliged if you would arrange for completion and submission of the attached forms to provide an estimate of employment created by this project in your Municipality. In addition, I would ask that you identify expenditures for this project when submitting your interim and final subsidy returns. This is to be done by attaching a separate sheet to the "Petition for Subsidy" form showing simply the type of work, location and the total expenditure under the heading "1982 Job Creation Program". The normal conditions for subidy will apply, of course, to this allocation. These are that: (1) the expenditure will be in accordance with current Ministry policy; (2) the approval of the Ontario Municipal Board will be obtained wherever required; and (3) the requirements of the Environmental Assessment Act, 1975 will be observed.
