REPORT TO THE GENERAL PURPOSE AND ADMINISTRATION COMMITTEE
MEETING OF JUNE 28, 1982.
REPORT NO. WD-48-82.
SUBJECT: MINISTRY OF TRANSPORTATION & COMMUNICATIONS
RECONSTRUCTION OF HIGHWAY NO. 2.
(OSHAWA TO BOWMANVILLE) .
CLOSURE & CONVEYANCE OF ROAD ALLOWANCE.
RECOMMENDATION:
It is respectfully recommended:
1 . That Report WD-48-82 be received, and;
2. That Council , by Certified Resolution, approve the closure
and conveyance of Parts 18, 19 and 20, Plan P-1680-86, to
the Ministry of Transportation & Communications, to facil-
itate the reconstruction of Highway No. 2. , from Oshawa to
Bowmanville, and further;
3. That this transaction be completed at no cost to the Town
of Newcastle.

BACKGROUND AND REPORT:
On November 3, 1980, Council adopted a recommendation of the Public
Works Committee, Resolution # WD-157-80, as follows:
"THAT, relative to the reconstruction of Highway No. 2. ,
opposite Toulley's Road, Darlington, south side, the
Town of Newcastle agrees, in principle, with the proposal
of the Ministry of Transportation & Communications to
close and convey the required portion of Old Highway 2
and, further, that lands for the purpose of constructing /
a turning basin be acquired by the Ministry, at no cost
to the Town."

The foregoing agreement in principle is appropriate in that a
hazardous intersection (of reconstructed Highway No. 2 and Old
Highway 2) will be eliminated.
The Ministry has now, on a reference plan, detailed those parts
of the road allowance required for the reconstruction of
Highway 2, and are seeking Council 's concurrence with the closure
and conveyance, as previously indicated.
In order for the actual action to be taken, the Ministry has
requested Council to provide a resolution approving the pro-
posed assumption of lands by the Province and, as it would be
in the Town's best interests to allow M.T.0 to take the formal
steps required for it to acquire the lands, it is recommended
that the resolution be forwarded at the earliest opportunity.

0.8 km East of Oshawa East Limits
Further to your letter of 1982-04-15, we have discussed this
matter with our Corridor Control Office and Regional Survey
and Plans Office, and they feel that in order for us to proceed
with the assumption and closing of parts 18, 19, and 20 of
Plan p-1680-86, we would require approval from Council. This
approval should be in the form of a resolution.
When you forward the resolution to us, would you also, please
return the file which we sent to you previously.
