REPORT TO THE GENERAL PURPOSE AND ADMINISTRATION COMMITTEE
MEETING OF MAY 17, 1982.
REPORT NO. WD-38-82.
SUBJECT: MR. AUSTIN WOOD. DRAINAGE PROBLEMS IN
THE BASELINE ROAD/CEMETERY ROAD AREA
OF BOWMANVILLE.
RECOMMENDATION:
It is respectfully recommended:
1 . That this report be received for information.
BACKGROUND:
As directed by Council , the matter of drainage across lands owned
by Mr. Austin Wood, has been reviewed by the Public Works Depart-
ment. The lands in question are located between Baseline Road and
Highway 401 , east of Cemetery Road.
The field conditions have been reviewed and discussed with Mr. Wood
and it would appear that, prior to the construction of Baseline
Road in this area, a watercourse did, in fact, cross the subject
lands; however, with the original construction of Baseline Road,
no culvert was installed at the location of the watercourse, which
resulted in it's flow being directed along the north ditch of
Baseline Road. This water eventually drained to the area around
Cemetery Road, where it crossed through a culvert to the water-
course on the south side. The flow of water across the subject
lands was cut off.
In later years, the amount of water flowing towards the Cemetery ��,

Road/Baseline Road intersection became excessive and resulted in
annual flodding problems in the area. In order to provide some
relief, a culvert was installed on Baseline Road at the original
crossing of the watercourse, and a barrier constructed in the
north ditch to direct part of the flow to the south ditch of the
road. With this work, ditches were deepened and berms were con-
structed along the south side of Baseline Road to ensure that
runoff did not cross the Wood property but would be directed to
an outlet to the west. Since that time, the high volumes of water
during spring runoff and wet seasons has penetrated the berm and
is now crossing the Wood property.
REPORT:
Given the foregoing background, it would appear that, if a culvert
had been installed at the water crossing during the initial con-
struction of Baseline Road, there would be no obligation on the
part of the Town to stop the flow of water in a natural water-
course across the Wood property. However, at various points in
time, actions were taken and construction implemented to prevent
such flow. In short, committments were made to the property owner
so that his land would be relatively dry at all times of the year.
As a result of past actions, I believe the Town has some obligation
to honour former committments and would therefore recommend that
the Town undertake the following works:
1 . Remove a portion of the berm across the north ditch, so
that part of the flow from the watercourse is directed
along that ditch, and part along the south ditch.
2. Reinforce or reconstruct the berm along the south ditch
so that flow is prevented from crossing the Wood property.
3. Consider enlarging the culvert openings on Baseline Road,
at Cemetery Road, to facilitate the flow of water from
the north ditch to the outlet on the south side.
