SUBJECT: SPECIFICATION NO. 82-4.
TENDER FOR THE SUPPLY AND DELIVERY OF
TWO THOUSAND TONNES OF EMULSIFIED
ASPHALT PATCHING MATERIAL (COLD MIX) .
RECOMMENDATION:
It is respectfully recommended:
1 . That Town of Newcastle Specification No. 82-4 for the
supply and delivery of 2,000 tonnes of Emulsified Asphalt
Patching Material (Cold Mix) be awarded to Messrs. Bennett
Paving & Materials Limited, at a cost of $31 . 50 per tonne,
for a total contract price of $63,000. 00 (Sixty-Three
Thousand Dollars) , subject to the approval of the Ministry
of Transportation & Communications.
BACKGROUND AND COMMENT:
At the General Purpose and Administration Committee Meeting of
Monday, April 19, 1982, tenders for the supply and delivery of
emulsified asphalt patching material (cold mix) were opened.
In the 1982 Current Public Works' Budget, the allowance for 'Hard
Top Maintenance - Pavement Patching' is $144,000. 00. , out of which
the above costs for patching activities will be taken. The balance
of the Budget allottment is for the utilization of Town forces
and equipment and this, added to the bid of $63,000. 00. , is
well within the approved expenditure for the current year.

A total of five submissions were received, the details of which
are as follows:

Miller Paving Limited $33. 40 It
H.J. McFarland Construction Limited $34. 35
Royel Paving Limited $35. 75
All bids met with the terms and specifications of the contract
as detailed in the tender documents. Messrs. Bennett Paving &
Materials Limited has performed contracts for the Town in past
years, and the company has always given satisfactory service.
