BACKGROUND AND COMMENT:
During the past several months the Town has been meeting and corres-
ponding with representatives of the Ministry of Transportation and
Communications in an effort to have the King Street Connecting Link,
within the Village of Newcastle (from Baldwin Street to 625 ft. east
of Beaver Street) reconstructed in conjunction with the Ministry
project in relation to the construction of Highway No. 2. , from
Bowmanville to the Village of Newcastle.
The Town's Engineering Consultants prepared Design Criteria and
Preliminary Cost Estimates, and these were forwarded to the Ministry
on January 14, 1982.
In a letter dated March 4, 1982, the Ministry advises that the pro-
posal for the reconstruction of Highway No. 2 in the Village of
Newcastle has had to be deferred, due to Provincial Budget restrictions,
and cannot be considered for the present year. The proposal will ,

however, be reconsidered and reviewed if and when adequate funds
become available.

were recently reviewed in the Ministry. This included the proposal
for reconstruction of Hwy. ##2 in the Village of Newcastle.
As you know, we cannot accommodate all the project requests within
our budget, therefore, your project had to be deferred.
However, should more funds become available during the year, your
request will be reviewed at that time.

It is recognized that the road foundation is not deficient and the basic
problem -is inadequate drainage.
- DRB outlined the generalities of our Dec. 15/81 report.
- Ms. Witecki sanctions the Municipality and/or their representatives to
proceed with the design (of Connecting Link only) in 1982. MTC will design Low
the abutting sections of Ring's Highway with their own staff. Probably funds
will be available in 1983 for construction and this will be further reviewed
in 1983. The Town must carry the design costs until the project is designated.
- TSH not to proceed with design until Municipal budget is approved and further
direction is received from the Works Department.
- The Ministry questions the need to remove the existing road foundation. They
are of the opinion that the existing grade should be retained and only the
required widenings sub-excavated. DRB questions this proposal as widening
only will probably worsen the lateral grade differential, i.e. new curb grade
to existing sidewalk level. Pickup of storm drainage will be very difficult
if road grade is not lowered in certain areas. However, the foregoing shall

be studied in more detail subsequent to the completion of a field survey and
plotting of original cross-sections. MTC Design Branch estimates this project
at $370,000 and the Ministry's estimating group estimates the work at less
than $200,000. TSH estimate is $750,000.
- TSH and/or Municipality must review design criteria and extent of proposed
reconstruction with MTC prior to finalizing design drawings. This should be
done at an early stage.
- Mr. Porter of MTC shall forward DRB a set of 'updated' existing condition
drawings of the connecting link section. Y`=

Please find enclosed the Design Criteria and preliminary Cost
Estimates in respect of the reconstruction of Highway 2, from
Ruddell Road to Graham Creek, Village of Newcastle.
I have reviewed the design and suggest that, in addition to this,
the future pedestrian traffic be recognized in Sections A, B and
E. , and that provision be made in the design for sidewalk con-
struction in these areas. Further, the matter of highway illum-
ination within the total urban area should be considered.
I look forward to hearing from you in regard to this item.

Dear Sir:
Re: King's Highway No. 2 Reconstruction, Urban Area Village of Newcastle,
Corporation of the Town of Newcastle.
By letter from the Town of Newcastle dated November 13, 1981, we were requested
to prepare design criteria and provide preliminary cost estimates for the recon-
struction of the Connecting Link portion of King's Highway No. 2 in the Village
of Newcastle. This request was subsequently amended by letter from the Town of
Newcastle dated December 1, 1981 requesting the entire length of Highway No. 2
from Ruddell Road on the west limits of the Village to the limits of the recent
construction at Graham Creek on the east side of the Village be considered.
As a result of the connecting link limits and the separate reconstruction stan-
dards proposed, the length of road being considered has been broken into five
sections. This also allows for the separating of costs as requested in the
Town's letter of December 1, 1981.
The five separate estimates are based on the following:
Part 'A' Ruddell Road (west limits of Village) to 400 m east
Part 'B' 425 m west of Baldwin Street to Baldwin Street (west limits of Connec-
ting Link)
Part 'C' Baldwin Street to 200 m east of Beaver Street (east limit of Connec-
ting Link)
Part 'D' 200 m east of Beaver Street to Arthur Street
Part 'E' Arthur Street to 120 m west of Graham Creek L V

Proposed Construction
Part 'A' FM
Reconstruction to rural standard involving pavement widening and shoulder con-
struction with resurfacing. New grade will be retained close to existing.
Ditching will outlet to creek west of Ruddell Road.

Part 'B' /
Urban two lane reconstruction with new storm sewer system to outlet at Foster
Creek. Culvert at Foster Creek to be replaced. Sidewalk on north side of
street will be replaced. Property will be required at the culvert site.
The existing grade will be raised in the area over the creek and visibility
will be improved on the crest to the west. A third lane will be introduced
on the approach to Baldwin Street to facilitate right and left turning move-
ments for eastbound traffic. Realignment of the Given Road/Highway No. 2 inter-

section is proposed, including right turn lane for westbound traffic.
Part 'C' h
Connecting Link section is proposed with four lane urban construction (includ-
ing two parking lanes) . Complete new storm sewer system will be installed pro-
viding outlet for run-off from Arthur Street westerly. Sidewalk will be re-
placed both sides to building line as required and the existing grade will be s`?
lowered throughout this section. Traffic signal adjustment and utility relo-
cation is also required.
Access to present off-street parking arrangement east of Beaver Street on the
south side will be adjusted.
In regard to the proposed storm drainage system, it is now considered better
to carry all the storm run-off to an outlet west along the highway at Foster
Creek. The previously suggested outlets from the storm sewer study of 1980
were via Beaver Street and Foster Creek but use of the existing drainage course cross-
ing Beaver Street and running west could prove more expensive than the larger
system now proposed on Highway No. 2 and in addition could lead to future main-
tenance and easement problems with respect to the number of properties adjacent
to the outlet channel.
Part 'D'

Urban four lane construction (including two parking lanes) and complete new
storm sewer system. Sidewalk to be replaced on south side with new sidewalk
on the north side. The existing road grade will be lowered throughout this
section. Access to existing commercial entrances would be controlled to design
standards.

Part 'E'
Two lane rural construction with replacement of culvert east of Arthur Street.
Ditch flow from west side of Arthur Street will be redirected to the new
culvert. A short section of urban construction has been allowed for on the
south side of the highway from approximately 150 m east of Arthur Street to
assist drainage in this area. Construction will consist of pavement widening,
shoulder and ditch construction with resurfacing.
General Comments
The estimated costs for the reconstruction are based on anticipated 1982 con-
structed costs and include allowances for utility relocation, engineering and
contingencies. Certain assumptions have had to be made regarding soil condi-
tions and the presence of concrete pavement under the present roadway. A soils
report will be required to confirm design details such as asphalt and granular
depths. It should be noted also that visual inspection indicates that lowering
of the present road grade is desirable. This can only be undertaken however,
if cover requirements on existing services can be met.
We would recommend that at preliminary design stage,meetings be arranged with
Durham Region and the various utility authorities to review their existing
services within the Project limits and clarify if future requirements will lead
to adjustment of these services during construction. The cost estimates do not
include any allowance for watermain or sanitary upgrading at this time.
In addition, no costs have been included for works within the commercial area
of the Village involving street landscaping such as planting, bench seating,
garbage receptacles. This matter should be reviewed with the downtown Business
Association for input on the extent of landscaping proposals. The installation
of parking meters is another matter which the Municipality may wish to consider.

Separate design criteria sheets have been prepared for each of the five sections
within the total length. The forms have been completed to show design work to
be undertaken in 1982 with construction in 1983. With total estimated costs
approaching $2,000,000.00, it may be assumed that phased reconstruction would be
undertaken in conjunction with any upgrading of existing Regional services which
are required. You may wish to revise the design criteria sheets in this respect.
Our estimate is based on construction being undertaken as one contract.
