REPORT NO. WD-28-82. SUBJECT: RESOLUTION # GPA-408-82. TREE CUTTING, MIDDLE ROAD, DARLINGTON. RECOMMENDATION: It is respectfully recommended: 1 . That this report be received for information. BACKGROUND AND COMMENT: For several years, large, overgrown, willow trees, on the east side of Middle Road, Darlington, have been of concern to this Department, Ontario Hydro, and the abutting property owners. In the spring of 1981 , the trees were inspected and it was decided that, in order to maintain a proper roadside ditch, and prevent water from flooding private property, they should be removed. All parties involved agreed to co-operate in order to resolve the problem; Ontario Hydro's Forestry Division was called upon and consulted in relation to the proximity of the trees to their lines, and the very real possibility of damage being caused as a result of this. During March of this year, Ontario Hydro removed the tops of the trees, and the Public Works Department felled the remaining limbs and branches. The abutting property owner, Bowmanville Country Club, had agreed to clean up all brush, and dispose of the wood gained by the tree removal by offering it for sale to the public, donating any proceeds to charity. c� qtr ��1 I WD-28-82. - 2 - In the 1982 Current Budget, approved by Council , the objectives and purpose for tree removal and brush control are detailed (see attached excerpt) , and the subject work was undertaken in accord- ance with established procedure for such maintenance operations. On Monday, March 22, 1982, the Public Works Department completed the Town's share of the work involved, at a cost of less than $1 ,000. 00 (One Thousand Dollars) for labour and equipment. It is anticipated that the performance of this work will greatly improve the conditions on this particular section of Middle Road. Respectfully submitted, r David T. Gray, C.E.T. To reduce, or eliminate, drifting snow conditions by removing snow-catching brush. To reduce drainage restrictions within the right-of-way. Activities: Brush and tree removal activities shall normally be carried out during the winter months in - conjunction with other winter maintenance. Level of Service: - Brush growth within the right-of-way which may be restricting drainage, sight distances, etc. , or catching snow and causing drifting conditions. - Dead, diseased, weakened and unsound trees or limbs shall be removed to preclude possibility of their falling on the roadway. , - Trees considered a traffic hazard (interfering with sight distances or causing icing conditions by shading road from sunlight) may be removed. - All wood from cut trees to be offered to abutting property owner. - Large trees requiring specialised equipment and expert forestry supervision shall be removed by contracting the work to a firm qualified to undertake the removal . : includes: Tree Removal Contract/Tender $5,600 Note: An additional $5,000 has been included also to facilitate litter collection—, V -sOUnnanC Ar- 00[f and Coanfty ffi� P.O. Dear Sir: This is to confirm the position of various agencies in regard to the removal of large willow trees abutting your property on Middle Road, as follows : Town of Newcastle: In conjunction with Ontario Hydro will cut the (remaining) trees to the stumps. Ontario Hydro: Will cut off the top sections of the trees as it has been determined they are, indeed, a hazard to the hydro installations. The branches and/or wood not required by Ontario Hydro or the Town will be left on your property for clean-up and disposal by your Staff. It must be understood that neither the Town of Newcastle nor Ontario Hydro can accept any responsibility for any of the clean- up operations. Depending on the prevailing weather conditions it is anticipated the work can commence in mid-February and our Foreman, Mr. Glenn Smith, will be co-ordinating the schedule and will contact you in this regard.
