REPORT TO THE GENERAL PURPOSE AND ADMINISTRATION COMMITTEE
MEETING OF MARCH 22, 1982.
REPORT NO. WD-25-82.
SUBJECT: ONTARIO GOOD ROADS ASSOCIATION - 1982.
C.S. ANDERSON AND T.J. MAHONY ROAD SCHOOLS.
RECOMMENDATION:
It is respectfully recommended:
1 . That this report be received, and;
2. That the Road Superintendent, and the Foreman
for Division 1 , be authorized to attend the
1982 C.S. Anderson Road School , and;
3. That all tuition fees and reasonable out-of-
pocket expenses incurred be charged to the
Current Public Works' Budget Account Number
7202-202-000 (Conventions & Seminars) .
BACKGROUND AND COMMENT:
Each year the Ontario Good Roads Association sponsors Road Schools
designed for non-professional supervisory personnel . The subject
School will be held at the University of Guelph from Sunday, May 2
to Wednesday, May 5, 1982, inclusive. The C.S. Anderson Road
School is recognized for it' s practical approach to problems facing
first-line supervisory staff in the construction and maintenance
of roads.
Both the Road Superintendent and the Division 1 Foreman have succ-
essfully completed the T.J. Mahony Road School , and are, therefore,
eligible to attend the 1982 C.S. Anderson Road School .

The Tuition Fee and all reasonable out-of-pocket expenses are
eligible for the normal subsidy allowance of fifty per cent (50%) .

1982 "C . S . ANDERSON" ROAD SCHOOL
Dear Sirs/Mesdames:
The 1982 "C. S . Anderson" Road School, sponsored
by the Ontario Good Roads Association, will be held at the
University of Guelph from Sunday, May 2nd to Wednesday,
May 5th inclusive . Eligibility for attendance includes :
(1) non-professional supervisory personnel, of municipal
road and transportation authorities who have success-
fully completed the "T. J. Mahony" Road School
or
(2) non-professional supervisory personnel of municipal
road and transportation authorities who, although
they have not completed the "T. J. Mahony" Road
School , are recommended by the Head of the Municipal
Road and Transportation Authority for a specific
course ,
Twelve (12) Distinct Courses will be given during the 1982 School:
(1) BRIDGE INSPECTION COURSE (7) SURVEY I COURSE
(2) EFFECTIVE MANAGEMENT COURSE (8) SURVEY II COURSE
(3) EQUIPMENT MAINTENANCE COURSE (9) URBAN CONSTRUCTION COURSE
(4) HUMAN RELATIONS COURSE (10) URBAN MAINTENANCE COURSE
(5) MATH & METRIC COURSE (11) CONSTRUCTION LAY OUT COURSE
(6) SOILS COURSE (12) ROADS AND THE ENVIRONMENT COURSE
Please consult the "Summary of Courses" which is enclosed for
details regarding these courses .

You are asked to take particular note of the following:
(A) EFFECTIVE MANAGEMENT - This course has been designed with
first line supervisors in mind i .e . Road Superintendents,
Works Foremen , etc , and ONLY applications from this cat-
egory of personnel will be accepted. Registration is
limited to 45 .

applicants must have completed Surveying I .
(C) URBAN CONSTRUCTION AND URBAN MAINTENANCE PRACTICES -
Applications will be accepted only from applicants of
urban municipalities, both large and small .
(D) BRIDGE INSPECTION AND MAINTENANCE - All municipal road
employees are eligible but registration will be limited
to one person per municipality.
(E) CONSTRUCTION LAY OUT - This course is being offered for
the first time . Only applicants who have completed
Survey I , Survey II and Math and Metric are eligible . C
(F) ROADS AND THE ENVIRONMENT - This course is being offered
for the first time .
The Registration Fee for each course is $195 . 00 J
and includes : Room and Regular Meals, Classroom Material,
Equipment where required, Reception and Banquet tickets .
Please note that the only opportunity to register
for the School will be by Pre-registration and applications
will be accepted in the order that they are received. There
will be no registration at the school . All applications to
register must be made on the enclosed Application Form and
returned to the Secretary-Treasurer

A cheque or money order for $195 . 00 must accompany the
Application to register . It is to your advantage to
register early .
Reasonable out-of-pocket expenses incurred in
attending the School , including the $195 . 00 Registration j
Fee, when authorized by Council, may be charged to the Road
Account, on which the Province has agreed to pay the usual
subsidy .

In the past few years a considerable number of
people have registered for a course and then failed to
attend without notifying the Association Office . Because
of this situation the following will apply regarding the
refund of registration fees :
If cancellation is received at Least 14 days in advance - 100 %
If cancellation is received between 13-7 days in advance - 75- %
If cancellation is received between 6-3 days in advance - 50 %
If cancellation is received less that 3 days in advance - 0 %
To assist with registration the University will
pre-assign rooms . All applicants are requested to indicate
their preference on the application form.
