REPORT NO. WD-23-82. SUBJECT: TREE MAINTENANCE PROGRAM 1982. RECOMMENDATION: It is respectfully recommended: 1 . That this report be received, and; 2. That the tender for tree maintenance be advertised in the local press and the contract be performed during April , 1982. BACKGROUND AND COMMENT: As part of the road maintenance services provided by the Town, it is necessary to undertake brushing and tree trimming and re- moval , in order to maintain correct sight distances for traffic, to reduce drainage restrictions within the rights-of-way and to eliminate the possibility of any danger from dead or decaying trees falling as a result of their unsound condition. The Town of Newcastle performs some tree trimming, in conjunction with normal maintenance activities, but the Municipality does not have either specialized manpower, or the necessary heavy equipment, to enable Works ' crews to remove large trees, and/or stumps, as is required. It has been past practice to contract the specialized work and retain the services of tree removal experts and in 1981 the quoted price for trimming 53 trees was $1 ,802. 00. , and to remove and stump 21 further trees, was $3,654. 00. , for a total �' WD-23-82 - 2 _ Contract Price of $5,456. 00. At the time of the advertising of the tender, a Schedule of Locations is included, and potential bidders are asked to tour the Municipality to more accurately determine the requirements and value of the work involved. The Schedule is compiled by Staff from day-to-day observation, and from taxpayer concerns recorded on an ongoing basis. No trimming, removal or brushing is performed on private property, and the purpose of the program is simply to maintain Municipal roads and property in a safe and efficient manner; however, where a tree on a boulevard (i .e. Town land) is overhanging private property, it will be trimmed and balanced to alleviate the possibility of danger to the nearby residents. It is advantageous to undertake the tree maintenance program as early as possible in the springtime of the year, prior to the fulltime maintenance and construction activities beginning. The lumber gained by the felling of trees is normally piled at the site, for the benefit of the nearest property owner. t Respectfully submitted, r' D.T. Gray, C.E.T.
