REPORT NO. WD-13-82. SUBJECT: C.P. Rail Crossing (Mileage 155.66) Lots 22 & 23, Broken Front Concession, former Township of Clarke. RECOMMENDATION: It is respectfully recommended; 1 . That the Town of Newcastle submit an application to the Canadian Transport Commission for the installation of automatic protection devices at the C.P. Rail Crossing located in Lots 22 & 23, Broken Front Concession, former Township of Clarke, and; 2. That the Town 's portion of the costs be included in the 1983 Capital Forecast, and; 3. That Staff be authorized to install advance warning signs on all three approaches to the Crossing as an interim safety measure. BACKGROUND: As a result of a site meeting held on May 2, 1980, with represent- atives from the Canadian Transport Commission, it was recommended that improvements could be made to the subject crossing. j Resolution # C-1397-81 directed Staff to report on the criteria necessary to petition for improvements and Report WD-10-82 detailing same was approved on January 8, 1982. A further Report # WD-10-82 to Committee on February 8, 1982 informed of the status of the i crossing to date, and was received for information. i WD-13-82. - 2 - REPORT: On January 25, 1982, Town Staff met with representatives of the Canadian Transport Commission again, and it was agreed that, as grade improvements could not be made, the only feasible safety measure which could be employed would be the installation of automatic warning devices, in the form of signalization. As an interim safety step, advance warning signs should be erected on all approaches to the crossing as soon as possible. The Regional Municipality of Durham, Canadian Transport Commission and Town Staff are in agreement that any significant improvement to the safety of the subject crossing would entail the installation of automatic signal protection devices. Traffic Counts have been reviewed and it is noted that the crossing is on a School Bus Route, with a frequency of two trips per day. Present data indicates that the AADT is between 40 and 100 vehicles, depending upon the season. According to the Road Needs Study Report the 1985 (projected) AADT will be approximately 135 vehicles, which number is within the design classification of the road (50-200/day) . i Respectfully submitted, David T. Committee, in company with Mr. Sam L. Cureatz, M.P.P. , Durham EasL. , rcpl,cscutaLivc:, from the Town of Newcastle and C .P. Rail . With letter of May 29, 1980,, Mr. Stephens suggested that as grade im]?NAA-merits could not. be made, the only feasible solution to the improvement. of safety at this cross- ing would be to install automatic; protection devices. i Due to a recent fatal accident at the subject crossing a further site examination was held by representatives of the Railway Transport. Committee, the Town of Newcastle and C.P. Rail . i It was the consensus that due to the physical condition at this location, considera- tion should be given to installing automatic protection devices. Therefore, the 'Town of Newcastle is requested to submit their comments in regard to the installation of protection. Deputy Director of Public Works Public Works Department Hampton, Ontario LOB 1JO Dear Mr. Gray Further to your conversation with a member of my staff and in reply to your letter of 1982 01 26, I can confirm that the frequency of school. buses using this crossing is two trips per day. I do not anticipate any increase in the number of school buses, under contract with this Board, which would be using the Lovekin Crossing in the future.
