REPORT TO THE GENERAL PURPOSE AND ADMINISTRATION COMMITTEE
OF FEBRUARY 8, 1982.

SUBJECT: PARKING - CAROLINE STREET, VILLAGE OF
NEWCASTLE.
RECOMMENDATION:
It is respectfully recommended that:
1 . This report be received, and;
2. By-Law 80-156, being a by-law to amend By-Law 79-1 ,
restricting parking on both sides of Caroline Street,
from Baldwin Street to Church Street in the Village
of Newcastle, be rescinded, and;
3. By-Law 79-1 , being a by-law for the regulating of
Parking on Highways under the jurisdiction of the
Town of Newcastle, be amended to permit Parking on
the north side of Caroline Street, from Baldwin
Street to(Church Street) in the Village of Newcastle.
BACKGROUND AND COMMENT:
Resolution # C-1420-81 and C-1422-81 directed that the Public
Works Department amend the by-law which governs parking, in order
that parking be permitted on the north side of Caroline Street in
the Village of Newcastle.

In 1980, concerns regarding such parking on the Wort side of
Caroline Street, from Baldwin Street easterly, in the vicinity of
the Newcastle Arena, resulted in Report WD-159-80 and an adopted
recommendation to amend the by-law. Subsequently By-Law 80-156
was passed establishing parking restrictions on both sides of

In April of 1981 correspondence was received from the Newcastle Arena
Management Board complaining of the restrictions and the general re-
duction in parking facilities; Report WD-68-81 recommended that By-Law
80-156 remain in effect and, thus, the status of Caroline Street remained
unchanged.
REPORT:
Staff have noted that there are approximately ten (10) spaces which would
permit parallel parking on the north side of Caroline Street, in the
given area, and that the wide gravel shoulder of the roadway would allow
vehicles to be parked off the travelled portion of the road.
The Public Works Department will make every effort to maintain the
shoulder of Caroline Street in a condition suitable to safely accommodate
parking; this work will be included in the normal , ongoing, maintenance
works undertaken.
A proposed by-law, to amend By-Law 79-1 , is attached hereto.

The Newcastle Arena Management Board wishes to
remind the Town Council of our request for additional
parking facilities on the west side of the Newcastle
Memorial

parking on Caroline Street has been prohibited ,
reducing our parking facilities , and which we were
not notified of prior to Action. We would request
an
explanation of this action by the Town .
We ave a so received a letter from the Town Fire
Chief Mr. J . Hayman advising us that we must have
NO PARKING - FIRE ROUTE SiFna at the east entrance
to the Arena .
It would be appreciated if the Town could supply
these signs at the earliest possible time .
