REPORT TO THE GENERAL PURPOSE AND ADMINISTRATION COMMITTEE OF
JANUARY 25, 1982,

SUBJECT: C.P. Crossing, Mileage 155.66 Belleville.
Lots 22 & 23, Broken Front Concession ,
former Township of Clarke.
Application to Canadian Transport Commission
for Crossing Improvements.
RECOMMENDATION:
It is respectfully recommended that:
1 . This report be received for information.
BACKGROUND AND COMMENT:
By Resolution # C-1397-81 (December 14, 1981 ) Council directed that
Staff report on the criteria eligibility of the subject rail crossing
and the desirability of filing an application for improvements to
same with the Canadian Transport Commission.
It has been established that, prior to making a formal application ,
the following steps must be completed by the Town:
1 . A Title Search must be undertaken in order to determine

whether the road allowance or the railway was established
first; this determination will give priority status to
whichever ownership preceded.
2. The potential , and any plans proposed, for development in
the area must be documented. 7°

3. The current A.A.D.T. must be established, and a projection
of future volumes submitted.
4. A submission must include documentation of all technical
items, e.g. , width of road allowance, approaches, present
sight distances, grades.
5. Upon completion and assembly of the foregoing data, the
formal application, by Resolution of Council , may be pre-
sented to the Canadian Transport Commission for consider-
ation.
The Resolution of Council is required to contain:
(a) The information established by the initiating Municipality
(see Items 1 - 5) .
(b) The statement that the Town of Newcastle recognises that,
in the event that an improvement project is instigated, it
will be responsible for twelve and one-half per cent (122%)
of any costs incurred, together with fifty per cent (50%)
of all subsequent maintenance expenditure.
(c) A formal request that an officer of the Canadian Transport
Commission attend an on-site Meeting with representatives
of the Town, to assess the proposal .
Staff are undertaking a traffic count to establish the A.A.D.T. ,
and will be reporting back to Committee on the feasibility of pro-
ceeding with an application to the Canadian Transport Committee for
improvements to the C.P. Crossing in Lots 22 & 23, Broken Front
Concession, Clarke.
