SUBJECT: Pedestrian Crossing,
King Street, Bowmanville.
(Veltri Complex)
RECOMMENDATION:
It is respectfully recommended that:
1 . This Report be received, and;
2. That pedestrians be encouraqed to use the
crossing at the corner of King Street and

Warrants for Traffic Control , and;
4. That the request for a crosswalk on King
Street, opposite the Veltri Complex, be
denied.
BACKGROUND & REPORT:
On September 8, 1981 , correspondence from Mr. Mario Veltri , to-
gether with concerns expressed by the Tenants' Association of the
Veltri Complex, were referred to the Public Works Department for
consideration of the request to install a pedestrian crosswalk
on King Street, between Division and George Streets, Bowmanville.
In order to assess the validity of the request, a 9 hour manual
pedestrian count was undertaken on Friday, October 2, 1981 , between
the hours of 9:00 a.m. and 6:00 p.m. , and it was learned that
a total of two hundred and thirty (230) people were crossing King
Street, mid-block, in front of the Veltri Complex. �� , �

On October 15/16, 1981 , a 24 hour traffic count was taken in the
same area, the results of which were as follows:
Eastbound AADT 6,723
Westbound AADT 7,789
Total Traffic Count 14,512.
The total of 14,512 vehicles represents an increase of some 2,100
over the AADT counts taken in 1978.
The primary consideration for the location of a pedestrian cross-
walk is the safety of pedestrians; usually crosswalks are installed
at intersections where there are traffic signals, and there are
several items of a serious nature when discussing the installation
of a crosswalk as requested for the Veltri Complex:
1 . The proposed location (i.e. mid-block) would be on a steep
grade to the east; it is most probable that vehicular traffic
would experience serious difficulty in stopping at this point
between traffic signals and intersections.
2. The actual area of the Veltri Complex was detailed,- in 1978,
as having the highest overall average speed of vehicle traffic
in the downtown core area of Bowmanville.
3. Due to the criteria applicable to the installation of any
crosswalk, many parking spaces would need to be eliminated
from the vicinity of the Veltri Complex, on the north side,
and from the businesses (merchants) on the south side of
King Street.
It is felt that, for the above reasons, pedestrians should be
encouraged to cross at the nearest intersection, where traffic
movement is controlled; at present there are no defined or accepted
warrants for the use of crosswalks, and the necessity for same is
generally based on pedestrian traffic volume, the AADT, and speed
limits and accident frequency.
The Public Works Department considers that a study of traffic move-
ment and volume at the intersection of King and Division Streets
may result in findings that signalization could be installed, with
accompanying controlled crosswalks.

pedestrian crossings to safe locations. The following

CROSS ON GREEN LIGHT ONLY Pedestrian crossing signs shall be erected to face
