SUBJECT: Reconstruction of Liberty Street (Regional Road 14)
from King Street to Concession Street, Bowmanville.
BACKGROUND:
Report WD-111-80 (September 2, 1980) recommended that Staff
identify concerns relevant to the subject reconstruction, and
meet with representatives of the Region of Durham to discuss
this matter.
REPORT:
At a Meeting with Regional Staff concerns addressed were those
relevant to storm sewer requirements and connections, together
with the re-placement of sidewalks.
The proposed reconstruction includes two storm sewer outfalls,
the most northerly covering the area from Concession Street to,
approximately, Carlisle Avenue, from which an outlet will be
provided to the existing watercourse east of the School grounds;
this system will outlet in the area of the present sewer outlet
and will be funded 100% by the Regional Municipality of Durham.
The southerly system will outlet via Wellington Street to an
existing watercourse (which would also accommodate the flows
from Church Street West) .
As a result of the diversion of storm water from Church Street
West. northerly on Liberty Street to Wellington Street, the
existing Church Street East sewer would be removed from the
'deficient' list (as identified in the Bowmanville -Storm Sewer
Study). The reconstruction on Wellington Street will also re-
solve a deficient sewer.
It is proposed that the costs in relation to the Wellington
Street East ou--fall be the Town of Newcastle's responsibility,
and these are estimated at $85,000. 00 (Eighty Five Thousand
Dollars).

The diversion from Church Street to Wellington Street (on
Liberty Street) is being proposed on a cost-sharing basis,
based on a 'user pay' format, and the estimate amount to
some $20,000. 00 (Twenty Thousand Dollars) .
Existing sidewalks removed as a result of construction will
be replaced by the Region of Durham. If the Town wishes to
have any additional sidewalks installed, then these would
be at the Municipality-s expense. The estimated cost for the
placement of sidewalks is $16. 50/metre.
RECOMMENDATION:
THAT funds be provided in the 1981 Budget for Storm Sewer
construction, in accordance with this report and the est-
imated costs outlined herein and, further, that the Region
of Durham be requested to accommodate, in their design,a location for
future sidewalks in those areas where, presently, sidewalks
do not exist.

'RR-14-4 Further to your letter of November 6, 1980, please be advised
that the Region is prepared to assume 100% of the construction
costs for the storm sewer outfall in the vicinity of Station
3+600± , Since, however, the storm outfall for the south end of
the project is located on Wellington St. E. (Station 3+275+) which
is of course under the jurisdiction of the Town of Newcastle, it
is expected that the total cost of the outfall construction will
be borne by the Municipality.
The estimated cost of the outfall construction is $85,000 based
on a preliminary design. In addition, you will , no doubt, recall
our previous discussion regarding the diversion of the storm water
from Church St. W. northerly on Liberty St. to Wellington St. This
proposal in our opinion would eliminate the need for the reconstruction
of the existing deficient sewer on Church St. E. by diverting the
runoff to a reconstructed sewer on Wellington St. E. This would result
in a substantial cost saving since both systems on Church St. and
Wellington St, have been identified as deficient and only one need
be reconstructed (Bowmanville storm sewer study - TSH) . Based on
a user pays format, that is, cost shared on the basis of C.F.S.
usage, the estimated cost to the Municipality for the cost shared
section is approximately $20,000.
I trust this -makes our position clear with respect to the storm
sewer cost sharing and following your agreement in principle we
will proceed with the detailed design and estimating.

Please note that we have indicated on the attached plan
a) sidewalk to be removed and replaced by the Region during
construction b) sidewalk not affected by road construction.
Please review this proposal and advise if you wish to have any
additional sidewalk replacement in conjunction with the Regional
contract. All such replacement will of course be at the expense
of the Municipality. The approximate cost for sidewalk replacement
is estimated at a) removal : $4.00/metre - b) placement: $16.50/metre.
All cost estimates will be updated as the design proceeds.
Your early consideration of this matter would be appreciated.
