for the Reconstruction of Highway # 2

BACKGROUND & REPORT:
Further to the Ministry of Transportation ' & Communications'
proposed reconstruction of Highway No. 2. , as detailed above,
the attached data details the arrangements made for a Public
Information Centre to be held at the Ebenezer United Church,
Courtice Road (south of Highway 2) on Tuesday, January 27, 1981,
and Wednesday, January 28, 1981, from 1:00 p.m. to 5:00 p.m. ,
and from 7:00 p.m. to 9:00 p.m. , both days.
RECOMMENDATION:
THAT the advisory notice of the Ministry of Transportation
& Communications relative to the Public Information Centre
to be conducted in respect of the reconstruction of Highway
2, be received for information.

Please be advised that the Ministry of Trans-
portation and Communications will be holding a Public
Information Centre at the Ebenezer United Church on
Courtice Road south of Highway 2 , on Tuesday January
27 , 1981 and Wednesday January 28 , 1981 from 1 :00 p.m.
to 5:00 p.m. and 7:00 p.m. to 9:00 p.m. both days.
The purpose of the meeting is to allow citizens
to drop-in and view our proposals for the above noted s
project.
Copies of the property owners letter and news-
paper advertisement are attached for your information.

NOTICE OF INFORMATION CENTRE
The Ministry of Transportation and Communications is currently preparing
contract drawings for the improvement of Highway 2 from 0, 2 km west of Towline
Road easterly 9. 2 km, to 0. 2 km west of Regional Road 57.

General Information
The Ministry proposes to up-grade the existing two lane highway as follows:--
a) To widen the existing 2 lanes of pavement to five lanes, including a continuous
left turn lane. The total new pavement width will be 17. 25 metres.
b) To construct an urban cross section including curbs and gutters, storm sewers
and provision for future sidewalk on both sides from 0, 2 km west of Townline
Road to 0, 5 krn east of Courtice Road,
C) To construct a rural cross section including Z. 5 rnetre shoulders and new ditch
from 0. 5 km east of Courtice Road to 0, 1 km west of Solina Road and from Map'
Grove Road easterly 0, 6 kin,
d) To construct an urban cross section including curbs and gutters, storm sewers
and provision for future sidewalks on the north side only from 0, 1 kin west of
Solina Road to Maple Grove Road.
e) To improve existing intersections and provide opposing left turn lanes and
partial illumination.

f) To upgrade traffic signals at the intersections of Townline Road and Courtice
Road.

g) To provide the necessary underground facilities for future signals at the
intersections of Darlington Road, gandringliarn Drive and Trull's Road.
If any interested citizens wish to discuss these proposals, representatives ,
of the Ministry will be in attendance at an Information Centre at times and dates
indicated in the schedule below, The proposed highway improvement scheme will
be on disply at the Information Centre,

The proposed improvements fall within Class B1 under the Environmental
A s se s sment Act.
This study will follow a planning process which has been approved under The
Environmental Assessment Act, 1975, An Environmental Study Report be filed with
the Ministry of the Environment (M. O, E. ) prior to construction. Public notification
of the availability of this report will be made at the time it is sent to M. O. E. The
process provides for any member of the public, public group, other Ministry, agency
or municipality to request that an individual environmental assessment be prepared
for this project, if serious environmental concerns exist. Where these concerns are
deemed significant by M. T. C. and/or M. O. E. , then the environmental assessment
would be subject to a formal review and approval process and be subject to a hearing
where necessary.
An Environmental Planner, Ministry of Transportation a.}d Communications
will be present at our Public Information Centre to answer any environmental concerns
you may have.
The Ministry of Transportation and Communications is interested in hearing
any comments or concerns you or your group may have about this project. If you
wish to be involved in this study or receive further information, please contact the
following. Any further notification by M. T. C. will only be provided to those who have
expressed an interest in being further involved.

proposed reconstruction
Dear Sir/Madam,
The Ministry of Transportation and Communications,
Ontario, is proposing to improve Highway 2 from Oshawa to
Bowmanville. The proposed improvements are as follows,
a) The widen the existing 2 lanes of pavement to five lanes,
