HomeMy WebLinkAboutWD-2-81 TOWN OF NEWCASTLE PUBLIC WORKS DEPARTMENT Director's Report to Public Works Committee of January 20, 1981. ITEM: WD-2-81. DATE: January 6, 1981. SUBJECT: Road Allowance in Lots 12 - 14, Concession 7, former Township of Clarke. i BACKGROUND: The attached correspondence was referred by the Town Clerk for a report to this Committee. The road allowance in question currently receives only minimum summer maintenance; as stated in the attached, during 1980 Mayor Rickard and Councillors Barr and Clarke did visit the area and the correspondent is correct in indicating that the travelled portion of the road allowance is quite narrow. It would appear that the now-travelled portion is not totally within the right- of way. REPORT: Without benefit of a Reference Plan it is most difficult to determine the exact limits of the right-of-way in relation to the travelled portion of the road allowance. The attached request is that brush be cleared and the existing roadside banks be graded off; such clearing would not only ental brushing but would require that numerous large trees be cut down and, subsequently, a considerable amount of earth removal. This would all be necessary in order to increase the width of the travelled portion of roadway. RECOMMENDATION: WHEREAS the road allowance in Lots 12 - 14, Concessions 7 & 8, former Township of Clarke, is unimproved and only receives minimum summer maintenance, it is therefore recommended that the writer be advised of Town Policy.relative to Unmaintained Road Construction. r' JD:vh p,( CORPORATION OF THE TOWN OF NEWCASTLE OFFICE OF THE TOWN CLERK AO TEMPERANCE STREET TELEPHONE 623-3379 BOWMANVILLE, ONTARIO L1C3A6 December 2 1980 i Mr. C. Yours very truly , f JMM: nof Joseph M. MCI!lroy , A.M.CA. Town C.lerk6/ i cc : Mr . J. Dunham, Director of Public Works I I Hewcostle, Ontario, LOA1= Mr. Joe McIlroy, Clerk, Town of Newcastle, 40 Temperance St. , Bowl-aanville, Ontario. Dear Sir: Re unimproved section of the 8th line of Clarke Township, from Jack CarseAdden' s sideroad on the west to Jack Stapleton' s sideroad on the east, approximately 3/4 of a mile. This section of road is not much better than a trail through the woods. It is very narrow, just wide enough for a car, and has never been brushed up injears. We have approximately 1/2 mile of farm land fronting on the road and Jack Stapleton has about 1/4 mile fronting on it. This section of road is travelled quite heavily in the summer and fall months by the neighbours to get to 435 and 0115 highway. I use it myself to truck hay and wood out, and it is quite dangerous if you happen to meet another car on the brow of the hill or on a bend in the road as you have to back up to got a place wide enough to pass. In the post, we have had MAyor Rickard, Bill Clarke, Keith Barr and Jack Dunham look the situation over but nothing has been done so far. We uhdorstand the policy on unimproved roads is under review and we would ask that this section of road (being a Concession road) be given careful consideration in the next few months to having it brushed back to the fences and the banks graded off so that it would be safe to travel. Thanking you for any consideration, Y )urs truly,
