Director's Report to Public Works Committee of February 17, 1981.
ITEM: WD-23-81.

SUBJECT: Parking in the vicinity of Ontario Street
Public School.
BACKGROUND:
As a result of an Officer's Report received by Mayor Rickard on
November 4, 1980, concerns regarding the potentially hazardous
situation in regard to parking in the area of the Ontario Street
Public School, Bowmanville, were investigated by Staff.
REPORT:
Although there was little evidence, at the time of Staff's
observations, to support the complaint of extensive parking
likely to cause accidents, it is quite possible that, on occasions,
the concern may well be valid.
It would appear that, to alleviate the concerns expressed, the
prudent course would be to amend the by-law to prohibit parking
along Duke Street in the area of the Ontario Street Public School.
RECOMMENDATION:
THAT By-Law 79-1 be amended to include 'NO STOPPING OR STANDING'
on Duke Street, both sides, in the area of Ontario Street Public
School, Bowmanville.

Further to your memorandum of November 21 , 1980, Staff have made
an investigation of the concerns expressed by Durham Region
Police Force relative to the parking problems at Ontario Street
Public School, and the number of vehicles parking on both sides
of Duke Street in that area.
Although Staff did not see evidence of the severity of the problem,
as detailed in the Police Report, it is felt that, rather than
risk there hying any future cause for concern, it would be prudent
to amend the by-law, as recommended .
In accordance with the foregoing, I will prepare a report for the
next Meeting of the Public Works Committee.

you.

Your Worship:
Would you please take the following into consideration.
On the west side of the Ontario Street School, the
Duke Street side, I would suggest that the Town of Newcastle pass a By—Law
authorizing the erection of " NO STOPPING or STANDING" signs.
We have noticed that more and more parents are parking
along both sides of Duke Street causing a hazard to the children leaving
the school. The parents are parking too close to the exits on Duke Street
and blocking the view of both the children leaving the school and the
vehicle operators travelling either way on Duke Street.
