SUBJECT: Resolution # W-56-81
(Public Works Committee February 17, 1981)
Quotations for Tree Maintenance Program.
BACKGROUND:
In January, 1981, seven firms were invited to submit a quotation
for tree maintenance within the Town of Newcastle, and two bids
were received and opened by the Public Works Committee on February
17, 1981.
The quotations received were as follows:
Cross Bros. Tree Service Ltd. $4,170. 00
Cardinal Tree Removal & Firewood $2,679. 00
Resolution # W-56-81 was subsequently passed:

REPORT:
In accordance with the foregoing the quotations have been evaluated
and it is found that the bid of Cardinal Tree Removal does not
correspond with the requirements of the programs, the details of
which were supplied to every company invited to submit a quotation.
The price quoted by Cross Bros. Tree Service Ltd. , would appear
to be more realistic, in comparison to previous years' expenditures.

It is felt that the evaluation of any number of bids would have
been greatly simplified had the quotation been requested in
'unit prices' , e.g. , for Trimming, Removal or Stump Removal.
In view of the foregoing it would appear to be to the Town's
advantage to review the quotation documents and identify the
number of units by type and put the Tree Maintenance Program
out for public tender.
RECOMMENDATION:
1. THAT Resolution # W-56-81 be rescinded and that no
action be taken on the quotations for tree removal
received by the Public Works Committee on February
17, 1981.
2. THAT the Director of Public Works be authorized to
draw up revised documents in respect of the Tree
Maintenance Program, and advertise the tender for
consideration by the Public Works Committee on
March 17, 1981.
