INFORMATION:
Attached is a copy of a memorandum to the Treasurer, together
with the Public Works Department (Personnel) Organization Chart
and the Equipment Replacement Schedule.

SUBJECT: Organizational Chart & 1981 Budget.
DATE: February 10, 1981.
Attached herewith is an Organizational Chart defining the needs
for additional staff in the Public Works Department , which is
forwarded to you for the Budget presentation plan.
I have attempted to schedule the needs over a period of three
years, on the assumption that interim office facilities will be
available during the current year and until 1983, with the
expectation that ultimate, permanent (one building) facilities
will be a reality during 1983 .
It is anticipated that, upon the resolution of the accommodation
requirements, and the consolidation of offices in one location,
the full complement of Public Works' staff relevant to engineer-
ing, could be accomplished.
I have not produced costs relevant to the attached, other than
for 1981, as all projections are dependent upon facilities. It
should be noted, however, that the matter of clerical assistance
will require an in-depth review in tandem with any increase in
technical staff.
The Equipment Inventory and Replacement Schedule indicates re-
placement through a five-year period. I have not projected any
additional equipment , at this time, due to the uncertainty of
development; it is suggested, therefore, that the schedule be
updated annually.
The original request for two (2) additional hourly employees is
being deleted, as a result of which, and with the co-operation
and assistance of supervisory staff, I intend to re-structure
part of the outside operation.
There are numerous items and/or projects which are not in the
1981 Budget Proposal, e.g. , Lakeshore Erosion Control, Sidewalk

Replacement, Clarke/Hope Boundary (a request for funds which
was received just lately) , Pedestrian Underpass (Regional Road
57) , Metric Conversion of Design Standards, etc.
The 1981 Proposed Budget has recognized, and does not exceed,
the 1981 M. T.C. Subsidy Allocation relevant to Bridge & Culvert
Construction, Road Construction and Maintenance, etc. Areas of
concern could occur in Account No. 7212-000-000, where inclusions
are items such as the Salt Storage Structure and Sidewalks on
Maint Street in Orono (the total for these being $124 ,000. 00) .
In keeping with the proposed schedule for Budget consideration
I would recommend that the matter be reviewed at the February
17, 1981, Public Works Committee Meeting.
I look forward, with interest, to your comments on the foregoing.
