Recommendation:

THAT in the matter of the request received from W. Kay Lycett,
Q.C. , on behalf of Mr. Kenneth Wayne Coatham, for the closure
and conveyance of the street and pathway located on Part of Lot
28, Concession 5, former Township of Clarke, be denied by reason
of the fact that the right-of-way provides access to and through
the Cemetery.
Report:
On March 30, 1.981, the Clerk referred the subject request from
W. Kay Lycett, Q. C. , to this office for review and a report to
Public Works Committee.
The matter was circulated for input from other Departments and,
while the Planning & Development Department did not have any
comments or concerns, the Director of Community Services states
that the access is commonly used by children walking to school,
and by others , generally, as a walkway to and through the Cemetery
which is located to the immediate south of Lot 5, Block X.
In view of the concerns and continents of the Director of Community
Services, the request should be denied and, further, his recomm-
endations relative to the installation of barriers to prohibit
the possibility of vehicle access, should be given serious con-
sideration.
