Baseline Road, east of Liberty Street,
Bowmanville.
Recommendation:

1. THAT Mr. Ronald Feinstein be provided with
a copy of the Town's Policy regarding the
construction of new sidewalks.
2. THAT, upon receipt -of- n�p-7 ica.t-ion for
sidewalks (under Local Improvements)) it
then be determined if sidewalks can be
constructed within the existing right-of-
way.
Report:
Attached is correspondence indicating the need for a sidewalk
on the Baseline, east of Liberty Street. The relevant section
is not in the 'now' needs for reconstruction; the existing
right-of-way is 66 ft. and of Rural design. Upon proposals for
reconstruction, the ultimate design to apply would be Urban.
Due to the present design there are areas within the subject
section where it could be difficult to establish a location
for sidewalks in that the shoulder width is narrow and, between
the ditch and property lines, embankment contours are extreme.
In view of the foregoing, and in consideration of the current
Policy for Sidewalks, the Applicant should be provided with
the necessary information on procedure.

Dear Mr. MCIlroy:
As you may know, for some time our population on 200
Base Line Road East has been continuously increasing as we expand.
We are now, for example, in the process of an additional internal
expansion that will result in our hiring another 25 to 35 employees.
Ile have had several comments from employees about the
safety of walking to Liberty street from our plant, not having a
sidewalk. Many have experienced the risk of not only having to walk
on the road, but also the visual problems because of the construction
of that road.
In a conversation with Mr. Dunham, he suggested I express
my concern to you and request your review of the situation, with the
hope of developing a sidewalk on one side of the road travelling west
to Liberty street.
It's generally acknowledged that the condition of Base Line
Road East is not appropriate for the kind of industrial development
that has been occurring, and that this road should experience an
updating compatible with the type of expansion being done and/or
contemplated.
Is it possible that a sidewalk would be appropriate for
this industrial area, and could we get the town to give us their
thoughts on this matter.
