The foregoing was as a result of two tenders being received (Road Oil and
Prime & Surface Treatment) for employment in dust control on Town roads.

Report No. 11 (April 16, 1981) detailed information indicating an increase
of 18. 7% in costs for the materials required for 1981, these costs amounting
to $21,597. 50 over the 1981 Budget estimate. The quantities contained in
the approved contracts represent a reduction of 10 miles of roads for the
application of Road Oil, and 6 miles of roads less relevant to Prime.
The "impact of remaining within the maintenance budget" for these items
would be a further reduction in Prime Treatment by 5 miles. In consider-
ation of this factor, a further impact or reduction would inevitably lead
to increased expenditure in 1982 in order to compensate for 1981 cutbacks.
