Subject: Intersection of Holt Road and South Service Road, Darlington. � Recommendation: THAT By-Law 75-21 be amended to designate the South Service Road, from Waverley Road to Courtice Road, as a 'through' road and, further, that improvements to the South Service Road intersection with Holt Road, such as traffic signals, be discussed with Ontario Hydro and if these and/or other improvements are deemed necessary and can be agreed upon by all parties, them they be initiated as soon as possible. Report: During the preparation of a Through Highway By-Law in 1975, the South Service Road was not designated as a 'through' road. At that time the road allowance between Lots 20 & 21, Broken Front Concess- ion (Holt Road, south of the service road) was already in existence and was considered as the 'through' road. In 1977, the road allowance between Lots 20 & 21, Broken Front Concession, from the South Service Road to Lake Ontario, was closed and conveyed to Ontario Hydro; this action, plus the development of the Darlington Generating Station, has resulted in additional traffic through the intersection of the South Service Road and Holt Road, and with increased activity at the Generating Station, there is every reason to believe that the upward trend in the A.A.D.T. will continue. It is felt that, given the present and probable future circumstances, the South Service Road, where it intersects the road allowance between Lots 20 & 21, should be the through road and to accomplish this By-Law 75--21 will require an amendment.
