Director's Report to Public Works Committee of September 15, 1981.
Item: WD-102-81.
Date: August 30, 1981.
Subject: Wells on the property of Armstrong & Couch, Orono.
and Council Resolutions # C-273-81 and C-274-81.
Recommendation:
THAT Staff be given direction regarding the subject matter as soon as
possible.
Report:
The subject matter was before the Public Works Committee and Council
as a result of which Resolutions Nos. C-273-81 and C-274-81 were
passed as follows:
Resolution # C-273-81:
"THAT Council instruct Staff to provide water to the Armstrong
and Couch wells at no cost to the parties mentioned and that
funds be provided from the Contingency Account.
CARRIED AS AMENDED
Resolution # C-274-81:
"THAT the foregoing resolution be amended to provide that the
provision be on a temporary basis until there has been a meeting
between Council, Staff and the Insurance Company and a decision
has been made.
CARRIED"
In accordance with the above, Staff investigated the wells and the
water supply was found to be adequate (see memorandum to Town Clerk
dated March 5, 1981) .
On August 18, 1981, it was reported by Councillor E.R. Woodyard that
the Armstrong well was dry so, in keeping with Council's direction,
on August 19, 1981, Staff took action and a temporary water supply has
been provided.

This Department is not aware of the outcome of any meeting, nor, in
fact, whether a meeting between Council, Staff and the Insurers was
ever held. It is known that, in a letter to the Treasurer (January
13, 1981) prior to the passing of the subject resolutions, the
Insurance Adjusters had advised that their investigation determined
there was no negligence on behalf of the Town in the matter of the
problem water supply to the Armstrong and Couch wells.
In view of the foregoing, Staff feel that further direction is
required.

RECOMMENDATION: THAT this report be received for

UPORT:
Pursuant to your memorandum of February 2.7, 1981, the property
owners who claimed their wells had been de-watered as a result
of Town operations, were visited on March 2 , 1981, and the
following; comments were received from Staff:
ARMSTRONG: The owners stated that, when lest checked
in December, 1980, their well had fifteen
inches (15") of water. Due to the deter-
iorating condition of the well cover,
Staff did not re-measure the water level.
The property owners were advised to call.
this Department in the event that problems
with supply are experienced ; to this point,
through conservative usage, the water supply,
although not plentiful, has been adequate
for their needs.
COUCH: The water content of the well was checked
and it was found to be approximately nine
feet (9') in depth, amounting to some 350
gallons. This would seem to be an ample
supply for any normal household usage and ,
interestingly, is the same amount measured
on September 30, 1.980.
