CSD-08-02 PAGE 2 1.0 BACKGROUND 1.1 At the March 18, 2002 meeting of Council, communications for Direction 0-38 (attachment #1) was referred to staff to determine if Hospice Durham meets the criteria of the Municipal Grant Policy to qualify to receive a Municipal Grant. 1.2 Hospice Durham is a community based volunteer organization providing hospice and palliative care to terminally ill patients or patients that have a terminal diagnosis. 1.3 They are located within the Durham Region with a main office in Whitby. Hospice Durham does provide local outreach through a representative from Clarington, who works out of their home. In the year 2000, eighty-six (86) Clarington residents benefited from the services provided. 1.4 Hospice Durham has not applied for funding previously from the Municipality and they are currently working in a deficit situation. Twenty per cent (20%) of their funding is provided through the Ministry of Health and the remainder is obtained through fund raising efforts. 2.0 CONCLUSION 2.1 Based on this information, staff is confident that Hospice Durham does meet the criteria of the Municipal Grant Policy and therefore does qualify to apply for funding. 2.2 For the information of Council, in considering this request for funding. Please be advised that the unallocated Municipal Grant account has a current balance of three thousand, one hundred dollars ($3,100). Hospice Durham is a community-based volunteer organization that has been providing hospice/palliative support for the citizens of your community over the past 10 years. We have been sending you our annual report each year to keep you informed of the dramatic growth in services experienced by our agency, and want to highlight the following facts from the past year: 2001 - 2002 has been an extremely busy year for Hospice Durham: . we received the highest number of referrals ever . we now have more volunteers than we've ever had . we raised the greatest amount of money ever - $150,000! . we held our first major fundraising event - the "Helping Hearts & Kids for Kids" Walk/Run . we implemented a new bereavement program . we provided in excess of 8,000 hands-on volunteer service hours In spite of all of this, we are writing to advise you of a most critical situation which our agency is presently facing as a result of insufficient ongoing funding. We have never been more successful with fund raising in the community, yet there is still not enough to meet the ongoing operaliD9:.~t,s,..;rhe. . irony of this situation is threatening the very life of the agency, and the future of the org~i)li'a\rdrti~rl tHl!~4,i balance. Compounding the pressure Is the reality that hospitals and home care services are drastically!:'P"..), reducing the services they are able to provide, creating a heavy reliance on volunteer.services. '.' fJl&';:'~ ,....~~- - .. .!< We are appealing to the Ministry of Health to cover our basic operating costs related to salaries, accommodation, and basic operational expenses. We are receiving more referrals all the time, serving more clients with more volunteers providing direct services. This is reflective of the high population growth in Durham region and a greater awareness of the Hospice services. Recruitment, training, supporting, and supervising of volunteers continues to be done by a small group of part time staff who are paid for fewer hours than they actually work. The Ministry of Health provides just over 20% of our annual budget which leaves the ongoing viability and future of the agency in jeopardy. We need the assurance of Ministry funding at a realistic level to provide stability to move forward. As the sole provider of non-medical palliative and bereavement support In this community, our clients need your support. A new bereavement program has just begun in several local communities, and a program for teens is now operating within several local high schools with the direct involvement of Hospice Durham volunteers. Please help us ensure that these valuable services are not withdrawn for lack of funding. As you know, Hospice Durham is a registered charity.
