REPORT TO THE GENERAL PURPOSE AND ADMINISTRATION COMMITTEE OF
OCTOBER 13, 1981.
REPORT NO. WD-120-81. October 1, 1981.
SUBJECT: Block Parent Signs - Town of Newcastle.
RECOMMENDATIONS:
1. THAT Report WD-120-81 be approved, and;
2. THAT location approval for 'Block Parent'
Signs, on roads under the jurisdiction
of the Town of Newcastle, be given, and;
3. THAT, other than giving location approval,
the Town of Newcastle not contribute to
the provision or erection of 'Block Parent'
Signs.
BACKGROUND:
At the Meeting of September 15, 1981, the Public
Works Committee, by Resolution # W-222-81, referred the matter of
the request from Town of Newcastle Block Parent Inc. , that the Town j
give location approval for the placement of signs, and indicate
whether any additional assistance could be provided, to Staff for
a further report.

COMMENT:
In April, 1981, the Town was first approached by
Block Parents Inc. , and Staff made extensive enquiries of other
area municipalities as to their policy in respect of permitting
signs on roads under their jurisdiction. In all instances, within
the Region of Durham, the municipalities states that they reserve
the right to approve proposed locations of signs, but do not
contribute to either the provision of the signs, or their placement.
In keeping with the policies and practice of the
neighbouring municipalities, it would be appropriate for the Town
to approve locations, as indicated on the map accompanying the
Organization's proposal, but the*.erection of the signs must be
the responsibility of Block Parents.
Town of Newcastle Block Parent Inc. should be advised
that their sign-location proposal, as submitted, involves roads
other than those under the jurisdiction of this municipality, and
the appropriate Agencies must be approached for approval of same.
Those of concern are as follows:
Regional Municipality of Durham
Regional Road 17 Orono.
Regional Road 57 Bowmanville
Regional Road 14 Bowmanville
Regional Road 17 Village of Newcastle
Regional Road 34 Courtice.
Ministry of Transportation & Communications.
Highway 35/115 Orono.
Highway 2 (Connecting
Link) Village of Newcastle.

SUBJECT : Block Parent Signs - Town of Newcastle

I attended a meeting of the Block Parents Association
last week and at that time, they requested permission for
the erection of signs throughout the Town of Newcastle .
I advised them that if they forwarded their
request, I would bring it before the Public Works
Committee meeting of September 15th, 1981 .
Enclosed is a copy of their written request with
a map and suggested locations for signs . Their request
is self-explanatory and indicates that they would like
approval for the signs and any assistance that the Town
may provide , such as in the erection of the signs in the
various locations .
I trust that you can attend to this matter under
"Other Business" at today ' s meeting .
