SUBJECT: Specification No. 81 - 10.
Tender for the 1981-1982 Winter Maintenance
of Sidewalks and Walkways in the Town of
Newcastle.

RECOMMENDATION:
It is respectfully recommended that:
1. This Report be received, and;
2. The General Purpose & Administration
Committee recommend to Council that
the contract in respect of the Winter
Maintenance of Sidewalks and Walkways
within the Town of Newcastle be awarded
subject to meeting all the terms and
conditions required by Specification
No. 81-10.

REPORT:
As Members of the Committee are aware, each year the Public
Works Department tenders for the Winter Maintenance of Sidewalks
and Walkways. The operations' schedule provides for snow or ice
removal from sidewalks adjacent to public buildings and facil-
ities, from pedestrian walkways and from the area of school
properties.

In 1981 the tender call for the subject contract was advertised
in four local newspapers: Canadian Statesman, Newcastle Reporter,
Orono Weekly Times and Oshawa Times, and published on November
4th, 1981, with a closing date and time of 12:00 noon. , Friday,
November 20th, 1981, giving potential bidders a little over two
weeks to prepare and submit their quotations,
The work required of the successful bidder necessitates the use
of specialized equipment (e,g. for snow removal from sidewalks) ,
of the type which the Town does not have, thus the need to employ
outside assistance for the winter season.
In 1979, in preparation for winter operations, the tender was
advertised, and resulted in the receipt of two submissions; for
last winter (1980-1981) only one tender quotation was received
and, upon trying to contact the other, prior, bidder it was
learned that the company was no longer in operation.
The result of the present tender call is, again, only one bid,
and efforts to obtain others have been unsuccessful; it would
appear that there are few, if any, other companies interested
in tendering, and there has been more than enough time for a
submission to be prepared and delivered.
On the basis that there would be little to be gained by re-
advertising the tender, given the record of response and interest
to date, and the fact that such action would, of necessity, mean
untoward delay in making the award, with the distinct possibility
of impairing the level of service provided by the Town relative
to sidewalk snow removal, it would appear that the best course
of action would be to accept the single quotation received,
It is usual that the approval of a tender submission is con-
firmed after verification by Staff that all specifications, terms
and conditions have been met.
