SUBJECT: Hampton Mill Pond - Bridge Repairs.
Resolutions Nos. C-80-1150 and
W-174-80.
BACKGROUND:
Resolution # C-80-1150 approved Item 22 of the September 8, 1980,
Public Works Committee Report to Council (as amended) , as follows:

REPORT:
The attached correspondence, from Central Lake Ontario Conservation
Authority to the Town Manager, advises that it is the Authority's
position that the proposed works are solely to benefit the roadway
and bridge and, thus, do not qualify for any economic benefit from
their agency.
It is also detailed, in the commtulication from C.L.O.C.A. , the
scope of their Study of the tzmpton Mill Pond, now in progress,
which is solely an Authority project.
In view of this recent information, and upon consideration of the
next phase (Final Design) an Agreement between this Municipality
and the Central Lake Ontario Conservation would be appropriate, as
per Resolution # C-80-870 recommending same.
RECC11'1 NDATION:
THAT a Cost Estunate be prepared in respect of those portions of the
second phase applicable to the Town, for Final Design, and that the
same be considered in the Budget for 1981.

Dear Sir:
This will serve to confirm matters discussed this date at a
meeting involving Guiler, Dunham, Ferguson, Campbell .
1 . Hampton Pond/Dam/Mill Street Rehabilitation Project
The Authority has adopted a project and engaged a consultant for
the referenced work. The progress of this work will be monitored
by a technical review committee consisting of representatives of
the Ministry of• Natural Resources, Town of Newcastle and the Central
Lake Ontario Conservation Authority. The scope of this project is
to prepare a preliminary engineering report recommending necessary
remedial measures/options and includes, at this stage, a review of
of Mill Street as an integral component of the darn and bridge
structure.
Since this is solely an Authority project, the entire study cost of
$29,500. will be borne by the Authority. It is intended that a first
draft report will be ready by late December 1980.
The next phase of this project is final design of those works which
are adopted from the preliminary report. The Authority will be
making provision in its 19£31 Budget for its share of costs of this
design. In order to achieve the best overall economy, the road and
bridge final design should be undertaken in conjunction with the
Authority' s works and I would therefore suggest that the Town con-
sider some provision for this work in 1981 . The consultant should
be able to give some guidance in this matter.

2. Mill Street- short term repairs
I have reviewed the consultant' s report on this matter and discus-
sed the recommended work with him. The Authority has no objection
to the propDsal and no permits are required from this agency.
However, it is the Authority' s position that such works are solely
to enhance the roadway/bridge and hence do not qualify for any
economic be.iefit from this agency.
