SUBJECT: Proposed Reconstruction of Regional Road 14
(Liberty Street, Bowmanville) .
From King Street to Concession Street,
BACKGROUND:
The attached correspondence indicates the proposed reconstruction
of Liberty Street and the Regional Municipality of Durham requests
the Town of Newcastle to identify and comment on any concerns.
REPORT:
The proposal to reconstruct Liberty Street through the subject
area give rise to numerous concerns, which should be taken into
consideration:
1. Sidewalk replacement.
2. Existing intersection improvements.
3. Storm Sewer requirements/connections.
4. Street Lighting.
RECOMMENDATION:
THAT a Meeting between Region of Durham and Town Staff be arranged
to identify concerns relevant to this Municipality, after which a
report be submitted to the Public Works Committee and, further, that
the matter of Street Lighting be referred to the Newcastle Hydro
Electric Commission for comment.

Please quote our ref: Municipality of Durham provides for the reconstruction of
Regional Road 14, as described above, in 1981.

The preliminary design of the project is currently underway
and to assist the assembly of preliminary design information,
we offer this opportunity to the Municipality to provide
comments or recommendations. In particular, we are
interested in any plans the Municipality may have for
a) Sidewalk improvements
b) Sideroad improvements ( including desirable sideroad
pavement widths)
c) Drainage improvements ( including storm sewer connection
requirements)
d) Street lighting improvements
Would you please review your concerns with respect to the
above and advise at your earliest convenience.
We would appreciate your response on or about
September 12, 1980 to assist an early resolution of the
preliminary design.
I suggest that once you have identified your concerns, a
meeting would be in order and we would be pleased to arrange
same at your convenience. If any additional information is
required, please feel free to contact this office at your
earliest convenience.

SUBJECT: Reconstruction of Liberty Street (Regional Road 14)
from King Street to Concession Street, Bowmanville.
BACKGROUND:
Report WD-111-80 (September 2, 1980) recommended that Staff
identify concerns relevant to the subject reconstruction, and
meet with representatives of the Region of Durham to discuss
this matter.
REPORT:
At a Meeting with Regional Staff concerns addressed were those
relevant to storm sewer requirements and connections, together
with the re-placement of sidewalks.
The proposed reconstruction includes two storm sewer outfalls,
the most northerly covering the area from Concession Street to,
approximately, Carlisle Avenue, from which an outlet will be
provided to the existing watercourse east of the School grounds;
this system will outlet in the area of the present sewer outlet
and will be funded 100% by the Regional Municipality of Durham.
The southerly system will outlet via Wellington Street to an
existing watercourse (which would also accommodate the flows
from Church Street West) .
As a result of the diversion of storm water from Church Street
West. northerly on Liberty Street to Wellington Street, the
existing Church Street East sewer would be removed from the
'deficient' list (as identified in the Bowmanville Storm Sewer
Study) . The reconstruction on Wellington Street will also re-
solve a deficient sewer.
It is proposed that the costs in relation to the Wellington
Street East outfall be the Town of Newcastle's responsibility,
and these are estimated at $85,000. 00 (Eighty Five Thousand
Dollars) .

The diversion from Church Street to Wellington Street (on
Liberty Street) is being proposed on a cost-sharing basis,
based on a 'user pay' format, and the estimate amount to
some $20,000. 00 (Twenty Thousand Dollars) .
Existing sidewalks removed as a result of construction will
be replaced by the Region of Durham. If the Town wishes to
have any additional sidewalks installed, then these would
be at the Municipality-s expense. The estimated cost for the
placement of sidewalks is $16. 50/metre.
RECOMMENDATION:
THAT funds be provided in the 1981 Budget for Storm Sewer
construction, in accordance with this report and the est-
imated costs outlined herein and, further, that the Region
of Durham be requested to accommodate, in their design,a location for
future sidewalks in those areas where, presently, sidewalks
do not exist.
