BACKGROUND: Attached is correspondence received from the Ganaraska Region Conservation Authority in which they detail various problems connected with the forest service road, and request comments on their proposal to close the road. REPORT: The road allowance in question is geographically located in Lot 9, Concession 8, former Township of Clarke; it is neither a municipal road allowance Dior a Forced Road under the jurisdiction of the Town of Newcastle and, therefore, this municipality would have no concerns if the subject closure was effected. RECOMMENDATION: W1HEREAS the forest road in Lot 9, Concession 8, former Township of Clarke is not under the jurisdiction of the Town of Newcastle, the Ganaraska Region Conservation Authority be notified that this Municipality has no concerns or comments relative to the closure of same. Dunham, Director Department of Public Works Town of Newcastle Municipal Offices Hampton, Ontario Dear Sir: Re: Closure of Forest Road, Ganaraska Forest The Ganaraska Region Conservation Authority has been faced with numerous problems related to the Dell picnic area in the Ganaraska Forest. The problems are briefly described as follows: (1 ) excessive use of the area by motorized trail bikes resulting in degrada- tion of the natural environment , daDger to persons using the DoK picnic area, and complaints by local residents (2) late night and rowdy parties . in the Dell picnic area resulting in ._nda- lism to the Authority property and to adjacent private. property. Ps have also had complaints of late night rowdyism and noise. The Conservation Authority and the Ministry of Natural Resources have Fev coned this matter and discussed solutions to the problem with a local residanc . In an attempt to mitigate the problem, we are proposing to close the FoFos_ service road with a gate and lock at the point were it intercepts the municipal side road. We are also proposing to gate and lock the forest service road to the north of the Dell and provide picnic parking at this point. Ministry and Authority personnel will have keys to the locked gates for access or in the event of fire. I discussed this matter with you briefly some time ago. it is our unders':anding that the portion of the road to be closed is neither a municipal road all3wance or forced road. The Conservation Authority owns the parcel of lard through which the road passes and owns all of the property to the north. The Ministry of natural Resources manages the Ganaraska Forest and maintains this portion of the road under agreement with the Conservation Authority. 2 - We would appreciate knowing if you have any concerns with respect to the above proposed action.
