SUBJECT: Parking Meters - Norrh aide of King; Street, bet.woun Division A Ceorgo Sts , BnWMANVII,LE. BACKGROUND: An a result of n deputation to Council on June 2, 1980, the matter of the installation of parking meters on the north side of King Street, between Division & George Streets, BowmnnviIIc, was referred for ;s report to the Public Works Committee, REPORT: By-Law 79-1, passed by Counnil. on JanuNry 15 . 1979, is the by-law for- the regulating; of parking, standing and stopping on roads within the jurisdiction of the Town of Newcastle. Schedule 'E' of lay-Law 79--1 (Locations of Parking Meters) makes specific provision for metered parking in the subject area. RECOMMENDATION : THAT the acquisition of: the required parking meters be rcfvrred to the Finance & Administration Committee for financial consideration and, further, that when the meters are obtained , they he installed . 2. Ontario - Liberty, continued. . . (b) By-Law 79--1 states the following limitations in reference to the installation of parking meters: "No Parking Permitted: - within 30 metres of a signalized intersection. -• within 15 metres of a major intersection. -• within 10.metres of a minor. intersection. -• within 3 metres of a hydrant. -- within 1 metre of a driveway." All of the above requirements would be necessary in this area and, due to the numerous driveways giving access onto King Street, the number of parking stalls in the vicinity would be severely limited. (c) The Parking Enforcement Staff recently undertook a survey of the area and the findings were that, where the meters were not in constant useage, the gross revenue, per meter, was approximately $30 (Thirty Dollars) daily. Considering the costs � associates with the purchase of meters and posts, together with those for installation and mainten- ance, it is felt that meter installation in this area would not be a viable proposition for the Town, until or unless there is more commercial development in the vicinity which would support the meter concept. Conclusion: King Street - veo zee Street to Ontario Street. It is recommended that 14 (fourteen) parking meters be installed, as per item 1(a) above. King Street •- East of Ontario Street to Liberty Street. It is recommended that no parking meters be installed but that the following be implemented: _I. Parking be permitted using time limitations, and signing to this effect be installed. 2. Strong and diligent enforcement of restrictions be undertaken by the By-Law Enforcement Department.. l M E M 0 R A N D U M PO. J. Dunham, Director of Public Works. FROM: J. Ferguson, C.E.T. , Deputy. SUBJECT: King Street, Bowmanville. Proposed Parking Meters. DATE: July 29, 1980. As requested, I have reviewed the proposal to install parking meters on King Street, from George Street to Liberty Street, Bowm..,inville, and herewith report on same. The area in question was considered in two separate sections, and the findings and recommendations herein are as a result of an on-site inspection on July 11, 1980, with the attendance and co-operation of L. Simpson, By-Law Enforcement Officer. 1. King Street from George Street - Ontario Street: (a) A total of 14 (fourteen) meters could be accomm- odated, with 8 meters being installed on the north side of King Street, and the remaining 6 on the south side. (b) All of these parking spaces conform to the pro- visions of By-Law 79-1, with minimum setbacks being used in respect of driveways and inter- sections. (c) In the area of Lewis Rentall and the Royal Canadian Legion signing will be required. It has been determined that, recently, there have been several accidents in the area of the Legion parking lot, and these are directly attributed to limited site restrictions caused by vehicles being parked too close to the Legion entrance. King Street east of Ontario Street - Liberty St. (a) The entire section is a mixture of residential and commercial properties, all with limited parking facilities. This is particularly evident in the area of the bake shop, real estate off-ice and auto parts store.
