Subject: Darlington Generating Station Transportation Impact Monitoring and the pre-mixed Concrete Contract. Resolution # C-80-264. Background: Resolution # C-80-264 was passed as follows: "THAT the Director of Public Works be directed to report to this Council on the impact of the $20 million contract for pre-mixed concrete for the Darling- ton Site - and - also the possibility of closing the Leskard Road to gravel truck traffic". The foregoing will be discussed as two separate items. Report: Canada Building Materials Limited, the supplier of concrete for the Darlington G.S. Contract, will obtain their aggregate materials from Highland Creek Sand & Gravel Company Limited, who will deliver approximately 1.2 million tons of material, to the Site, over a period of approximately seven (7) years. i It is understood that the delivery routes to be used by trucks will be via: Highways: 7A, 35, 115 and 401 to Waverley Road & South Service Road. or Highways: 35/115, Regional Roads 4 & 57 & South Service Road. If f i C ) / 2 . . . / \ I From the foregoing, it would appear that the impact on roads under the jurisdiction of the Town of Newcastle, from a trans- portation viewpoint, would be minimal. The latter part of Resolution # C-80-264 regarding: "the poss- ibility of closing the Leskard Road to gravel truck traffic" is considered in conjunction with Section 354, subsection 107, of The Municipal Act which states: "Councils of cities, towns, villages, police villages and townships may pass by-laws prohibiting heavy traffic on highways under their jurisdiction." If Council was to consider the prohibition of truck traffic on the Leskard Road it should, at the same time, provide a viable alternative route which would be feasible from a transportation standpoint; otherwise undue constraints would be placed on business and residents or property owners. I refer to Report # 237 (attached) which was recommended by the Public Works Committee in 1979 and subsequently adopted by Council; as and when the contents therein are initiated, the time may then be appropriate to consider prohibiting heavy traffic on the Leskard Road. Background: On December 19, 1.979, Public Works Committee, by Resolution # 14-200-79, adopted Report No. 237 in respect of the subject matter, and requested that: "the Director of Public Works liaise with the Regional Works Staff regarding the study pre- pared by Totten Sims Hubicki Associates Limited and report back". R_ eport: Correspondence (attached) has been received from the Regional Municipality of Durham Works Department , endorsing Report No. 237 and the conclusion and recommendations contained therein. Item: Resolution W-166-79 & C-1013-79. Date: December 13, 1979. Subject: Transportation of Aggregates. Truck Route Study. Bacic�round: Resolution # C-1013-79 (attached) initiated a study to be undertaken on the feasibility of establishing a truck route for aggregates, from the Leskard area southward. During the past months, detailed information has been pre- pared, together with on-site reviews, in an attempt to present various alternatives for consideration. .Report : The (attached) Truck Route Study Report has been compiled and contains five proposals, as follows: Proposal 1 This is the most direct route, southward, from the Leskard area, and is the most expensive. An intersection is proposed at Taunton Road (Regional Road 4) and it is my opinion that tills would be unacceptable, with which assessment I am sure the Region of Durham would concur. Proposal 2 This follows existing road allowances T throughout it 's length; however, Land Acquisition for widening would be nec- essary. At the south end of this proposed route there is some residential development and the Eighth Concession road, at the former boundary, is not the most desirable for the purpose due to a very steep incline. I i I a No, 237 (2.) Proposal 3 This route follows existing road allowances, with the exception of that section immed- iately north of Taunton Road where Land Acquisition would be necessary. Of the five proposals submitted, this is the least costly but, other than to provide an independent truck route, it would not be an asset to our transportation system as it is in very close proximity to an existing north-south road. Proposal. 4 In my opinion this route, which is clearly defined in the Study, is not practical. Proposal 5 The route indicated, south of the Eighth Concession, is similar to Proposal 3, how- ever to the north of the Eighth Concession is by way of an existing road allowance and then easterly. Land Acquisition would be necessary in order to implement this Proposal. Comment: The Study, as presented, is in accordance with Resolutions Nos. W-166-79 and C-1013-79. It Is appreciated that the intent of Resolution C-1013-79 was to establish a Truck Route, southward from the Leskard area but at this point I would like to recapitulate various discussions relevant to the possibility of a northbound route to Regional Road 7.0. From the Salco Pit to Regional Road 20 is a distance of 3.30 kilometers, and the road is classified as 'deficient ' . It is in our 'Now Needs' and the total estimated cost of improvements is $370,000. 00. !t� In the intOr.ests of ensuring an efficient , economical and Practi.ca.l transportation network, cons Id era Lion should be given to Constructing this existing road , northerly, to Regional Road 20. An additional benefit of such construction Is that access to Mosport Park would be enhanced and this, at the present time, leaves much to be desired. The Rogion of Durham has indicated that it may assume the former Boundary Road as an extension of Regional Road 42, north of Taunton Road to Regional Road 20; if this should become fact then any Truck Route designated now could become obsolete and, in any event, the road allowance north of the existing Pit will still require improvements. / 3 . . . No. 237 (3) Conclusion: In view of the foregoing, and taking all aspects into con- sideration, it is neither practical, nor financially poss- ible, Co construct a Truck Route for one aggregate operator, at the expense of the taxpayers of this Municipality. "THAT in view of the exorbitant problems resulting; from the movement of Aggregates , "Town Staff undertake the feasibility of establishing; a truck route for- aggregates , in particular from Leskard area southward and report back as soon as possible . " 1 would recommend that this resolution be amended and approved by adding the following; : "and the necessary fieldwork be initiated to determine cost estimates for an alternative route at a sum not exceeding $5,0o0.00 to be drawn as follows : 1/3 from Station Account - Hydro Agreement 2/3 from the reserve account from the sale of road allowances.
