Subject: Road Allowance in Lots 6 & 7, Concession
8, formny Darlington & By-Law 80-1.

Objections were raised to tho nubject by-law and, as a result,
it was referred back to the Yuhlic Works Committee.
At the meeting of February 5, 1950, the Committee beard a del-
egation who were in opposition to the proposed road closure;
also in attendance, at that Nc-Kng, was a representative of
the Region of Durham Works MoNament who stated that the Region
was not in opposition to this road closing as any reconstruction
of the Regional Road would involve changing the curve; further
it was stated that the Region does not approve of improving
roads to a 'T' Intersection,
As a result of the foregoing, Resolution # W-15-80 was pssed, a.,-,
follows:
"THAT the matter of tho road closing, By-Law 80-1 be
tabled until further resolution of the problem of
Regional Road 14 has bean dealt with by the Region
and, further, that the Reg ion be requested to consider
this matter immediately, in view of the present circ-
umstances and the interested parties be kept informed
of future action".
Report:
By Commissioner's Report to WoM Committee, No. 77-80, which
includes illustrations of alfurnative methods of construction
of any future intersection at thn subject location (atwched)
the Region considered this matter and have now advised of their
Council's action.
Recommendation:
THAT By-Law 80-1 he passed and the subject Lands s ruated in
Lots 6 6 7, Concession 8, foyy r Pirlington, be conveyed, in
accordance with Town Policy,

The objectors explained how they thought the design of Road 14 at the location |
|
in question should he approached. Figure 2 illustrates their concept which
would connect Kuud 14 . north of the Concession Ylll road to sideruad 6-7 to the
suuth. This is not u practical proposal since Road 14 becomes
discontinuous. Furthenoorc , the volume of traffic using Road 14 for exceeds �
that using the Concession Ylll road. Considering the aspect of construction of
such o proposal , it (8 ogain not practical Jinco the road would have to cut i
through u hill at least 20 feet in height, u very costly venture.
Figure J illustrates an alignment which could be used for ultimate
|
reconstruction of Regional Road 14 at this location. The portion of road
allowance proposed for closure is not required for this proposal ,
Figure 4 illustrates on interim treatment of the intersection of Regional Road /
14 and the Concession Ylll road which would solve many problems related to �
visibility and traffic operation. The '`x( nting intersection is extremely open
and poorly defined. The stop sign on the Concession Y{ ll road is well back
from the intersection restricting visihility to the north. Under the proposal
presented in Figure 4. the stop sign would be moved closer to the intersection
thereby improving vix |b<l < {y, and the (.yomeo{s would he properly defined,
providing for better traffic operation. Such o proposal could he included in
the Region' s 1981 budget. In this s( imL/oo as oell , the portion of road
allowance to be closed and disposed of is not required.
From the above it is evident that any proposal which the Region might consider
for Improving the intersection of Regional Road 14 and the Concession Ylll road
dues not require the portion of the m{1inal rood allowance in question. It is
therefore rccnnnonded that the Town of Horrustic he advised accordingly.
