Subject: Symbolic Traffic Signs - Public Education.
Background:
The attached data was referred, by Council, to the Public Works
Committee, and a report and recommendation are requested.
During the past five years there have been numerous amendments to
The Highway Traffic Act which have initiated the advent of Symbolic
Traffic Signs.
The Regional Municipality of Ottawa-Carleton has circulated their
Council resolution to all Municipalities and Regional Municipalities
in Ontario are they request support in the recommendation that the
Province of Ontario undertakes to conduct an extensive education
program to inform all motorists of the abovementioned amendments.
At the present time, the Province of Ontario issues circulars in
regard to these and other issues, and such literature is available
at most offices operated by, or for, the Department of Transport.
Additionally, from time to time, notices are published in all the
major newspapers detailing and explaining amendments.
It is unclear, particularly at a time of economical restraint, as
to what could be accomplished by an extensive educational program;
such an undertaking would be very costly and it is felt that any
educational advice could be more effective and economical if given
by way of public notices in the press. Possibly the latter method
is that which is intended by the Regional Municipality of Ottawa-
Carleton and, if this is the case, then the resolution could be
supported.
Recommendation:
WHEREAS further assistance from the Province of Ontario is required
in order to ensure that all motorists are fully informed of the
meaning of Symbolic Traffic Signs, therefore the resolution circ-
ulated by the Regional Municipality of Ottawa-Carleton be supported,
conditional upon the program of public education being conducted by
