Subject: PARKING - Highway 401 at Wilmot Creek. Background: The Public Works Committee, at the Meeting of February 5, 1980, passed Resolution # W-20-80, as follows:- " THAT the Ministry of Natural Resources be requested to respond regarding the parking spaces previously requested between Highway 401 and the railroad on Cobbledick Road, re- garding the availability and the development of the area for parking for fishermen". Report: The attached correspondence from the Ministry of Natural Resources is in response to Resolution # W-20-80. i Recommendation: THAT the necessary Application for Property Access be processed and, upon payment by the Ministry of Natural Resources for the re- quired entranceway, and subject to suitable weather conditions, the access be installed. i i M1111btry ')f Natural Resources (lo 01INIIlO / r Your file: Our file: 3-29-3-6 February 18, 1980 ' Gertrude E. Gray Secretary Public Works Committee Corporation of the Town of Newcastle 40 Temperance Street Bowmanville, Ontario L1C 3A6 Dear Ms. Gray: We have received the Council resolution of February 11, 1980, regarding the provision of parking spaces for anglers in the vicinity of Wilmot Creek. Further to our telephone conversation of February 15 (P. Smith - G. Gray) we wish to clarify our position in this matter. At a meeting at Mr. Cureatz' Bowmanville constituency office on September 14, 1979, our Fish and Wildlife Supervisor, Phil Smith, € i indicated that the Ministry of Natural Resources would construct a parking area on Ministry property. The proposed lot was to be } located on Ministry lands south of Highway 401 and east of the Cobbledick Road. This was confirmed in a letter to Mr. Cureatz on September 17 (see attached) . " At subsequent meetings on November 26 and December 7, at Bowmanville and Toronto respectively, Mr. Smith again stated this i Ministry's willingness to accommodate all parties concerned, by establishing a parking area. Representatives of Town Council and Mr. Cureatz were in attendance at all three of the aforementioned meetings. i Construction of a parking area on our property south of Highway 401 requires the installation of a culvert on the east side of the Cobbledick Road, to allow vehicle access to the lot. Despite verbal indications that the Town would proceed with culvert installation, we understand that the culvert has not yet been approved or installed. We hope to commence grading of the parking lot as soon as weather and soil conditions permit. Naturally, installation of the culvert will be necessary before we can start work on the project. t ... 2 7- Page 2 February 18, 1980 Gertrude E. I f t The Lindsay District is planning construction of a small parking lot on Ministry of Natural Resources property to help alleviate parking and traffic problems in the vicinity of Wilmot Creek. ; A twelve car parking area will be graded on M.N.R. land south of Highway 401 and west of the stream. The entrance to the parking lot will be from the Cobbledick Road. We hope to have the projc-ct completed by October 31 of this year. f It must be anticipated that "opening weekend" will result in some parking congestion problems. However, we hope that creation of this off-road parking site will accommodate the majority of anglers' v. vehicles during most of the fishing season. f As requested, we will keep you posted of our progress on this project. ft Yours very truly, C.R.
